Duties And Responsibilities
The position functions as an Emergency Operations and Information Specialist, responsible for performing intermediate/developmental level work established to provide advancement to the full performance/journeyman level, under the guidance of a senior level specialist or supervisor. The assignments typically involve moderately complex, non-controversial, well precedence factual, procedural, and/or recurring issues for which there are one or more readily apparent solutions. Specifically, the work entails maintaining constant watch over potential emergency conditions; and issuing alert notification and responding to disaster in accordance with agency policies and procedures.
The incumbent provides continual situational awareness through management of natural, technological, and adversarial hazard/threat information and coordination/communication with District, regional, and federal governments; non-governmental organizations; the private sector; and the public. The incumbent constantly monitors information from a variety of sources including automated feeds. He/she will validate and assess data/information pertaining to emerging incidents and events. Receive and process requests for information/service from the public and document incident management developments in the common operating picture. Communicate and collaborate with collocated inter-agency liaison representatives and brief HSEMA officials on emerging incidents and anticipated/realized community impacts.Maintains constant alert for severe weather conditions (snow, sleet, ice storms, windstorms, tornadoes, and hurricanes), to notify the population of emergency conditions and appropriate safety actions. Evaluates information received but consults with supervisor or senior specialist before taking notification action. Constantly, monitors program of the National Warning Systems and the Washington Area Warning System, utilizing various communication tools (telefax, news reporting services, computer-based systems, weather information services, 800 MHz radio systems, telephone, etc.). Assists in providing a capability to respond to a variety of natural and man-made emergency disaster situations. As directed, dispatches the field operations command and control mobile unit to emergency scene for on-site assistance during large-scale emergencies or special events. Receives, records, and reports on any incident or event which bears directly on the EOC. Maintains and reviews logs of events to be used by emergency operations personnel.
Qualifications And Education
Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Bachelor’s Degree or a combination of education and experience (associate degree with one year of relevant experience or diploma with five years of relevant experience, including at least one year of specialized practice from multi-agency coordination center setting). Desired.
Licensures, Certifications And Other Requirements
Incumbent must obtain and maintain a DHS Security Clearance.
Working Conditions/Environment
The work is normally performed in an office setting; however, in emergency situations some field work will be required.
Other Significant Facts
Tour of Duty: Incumbent serves on a rotating eight (8) hours shift in order to provide coverage in the Emergency Operations Center (EOC) twenty-four- (24) hour, seven (7) days a week.
Pay Plan, Series and Grade: CS-0301-11
Duration of Appointment: This is a Career Service Term Appointment–Not to exceed 13 months.
Collective Bargaining Unit: This position is a part of the Collective Bargaining Unit (CBU) FAH and may require you to pay dues.
Promotion Potential: No Known Promotion Potential
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District’s overall preparedness. In the event of an emergency, the incumbent may be called into work. The incumbent will fulfill all training and activation requirements as part of the Incident Management Team.
