This position is within HSEMA’s Strategic Intelligence Bureau under the direction of the Bureau Chief, who provides administrative direction in terms of broadly stated objectives and available resources, and facilitates engagement with other agency components. This position provides intelligence support and information dissemination to members of local and federal homeland security agencies throughout the District of Columbia, National Capital Region (NCR), and other similar centers in the United States. The work involves the collection, analysis, evaluation, interpretation, and dissemination of information on political, economic, social, cultural, physical, geographic, or scientific conditions, and trends and forces in domestic areas that directly and indirectly affect the security of the NCR.
Duties And Responsibilities
The incumbent communicates regularly and effectively (orally and in writing) with a range of international, federal, state, local, private sector, academic, non-governmental, and professional association entities. Provides rapid response to ad hoc requests from decision makers and deconfliction of information. Maintains awareness of key stakeholder information needs through both direct contact and research; identifies and prioritizes information and intelligence gaps and communicates them to stakeholders.
Assists in the conceptualization, development, and coordination of products to address key customer/stakeholder information needs in a manner suitable for the subject matter and audience. Analytic proficiency and sound judgment apply to all conclusions and recommendations. Participates in the development and refinement of product lines and schedules for assigned subject matter portfolios, ensuring relevance and value for respective customers/stakeholders. Ensures that the content and style of products adhere to quality standards. Provides real-time analysis of incoming raw information to Emergency Operations Center (EOC) personnel. Disseminates, researches, and responds to Requests for Information (RFIs), Requests for Analysis (RFAs), Suspicious Activity Reports (SARs), and other partner needs. The incumbent ensures the District of Columbia’s readiness and operational capability to respond to and recover from local emergencies, natural or man-made disasters, or national emergency situations. Supports EOC activations and serving on an EOC team.
Qualifications And Education
Applicants must possess at least one (1) year of specialized experience equivalent to the next lower grade in the normal line of progression. Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and include work directly related to the performance of administrative and program support duties or similar work.
A Bachelor of Arts or Bachelor of Science in a field of study related to terrorism/counterterrorism, critical infrastructure protection, fire/emergency medical, emergency management, public health, cyber security, law enforcement, is desirable.

Work Conditions/Environment
Incumbent may be required to work in an environment with limited access to personal electronic devices and limited natural lighting. Common sense safety precautions are observed. There may be intermittent exposure to varied weather conditions when traveling to and from the work site.
