This Investigator position is located in the Department of Youth Rehabilitation Services’ (DYRS) Office of Internal Integrity (OII). The incumbent serves as an investigator under the general supervision of the manager or Supervisory Investigator. The primary purpose of the Investigator position is to conduct administrative investigations of a full range of complaints and/or allegations of child maltreatment at DYRS facilities and other violations of residents’ rights and DYRS policy.
Duties And Responsibilities
The Investigator investigates complaints and allegations against staff of child maltreatment and other violations of resident’s rights. The investigations can include, but are not limited to, allegations of physical abuse and neglect, verbal abuse, sexual misconduct, and violations of other regulations concerning youth treatment. Gathers and organizes information from a variety of sources such as youth and staff interviews, agency records and computer files to support facts and recommend findings of cases; analyzes information to investigate issues and isolate problems. Determines methods and procedures to investigate and gather essential information to compile and prepare written investigation reports. Conducts investigative surveys of DYRS programs and operations to assess compliance and identify any weaknesses that could present opportunities for misconduct.
The Incumbent will plan and investigate complaints of possible internal violations of laws, rules, policies, regulations, mismanagement, waste of funds, fraud, abuse of authority, and substantial and specific danger to the public health and safety. Develop and maintain a case file for each complaint. Makes recommendation for corrective action. Prepare briefing materials, testimony, presentations, and provide subject matter expertise for the supervisor and various management officials. Attend meetings with, or on behalf of, supervisor where issues of significant program importance are discussed. Testify in legal proceedings.
Qualifications And Education
Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
Specialized experience can include leading or conducting investigations involving allegations of maltreatment, abuse, neglect, and/or internal misconduct; conducting and documenting witness interviews; drafting detailed investigation reports including in-depth factual analysis and application of rules to facts.

Working Conditions / Environment
The work is primarily performed in secured juvenile detention facilities and in an office setting. On occasion, work may occur outside of the normal environment, for example, outside training, court appearances and legal depositions.
The position will require travel to the Youth Services Center (YSC) and Headquarters (HQ), both in Washington, DC.
