DC Department of Human Resources Hiring for Lead HR Specialist (Recruitment & Placement Projects) at Washington, DC Full Time

This position is in the D.C. Department of Human Resources (DCHR), Human Resources Solutions Administration (HRSA). This position functions as a team leader, responsible for assuring that the work assignments of other employees within HRSA(Recruitment) are carried out in an efficient and effective manner; along with providing advice and assistance to management officials, HR Advisors, and administrative officials on various human resource management (HRM) related recruitment and placement matters. As team leader, the incumbent utilizes a variety of coordinating, coaching, facilitating, consensus building and planning techniques; and performs human resources (HR) recruitment and placement work that is highly controversial and complex in nature, often involving conflicting evidence requiring advanced HRM skills.

Duties And Responsibilities

• Identifies, distributes and balances workload tasks among HRSA employees in accordance with established workflow, skill level or occupational specialization. Assesses the strengths and weaknesses of the HR recruitment staff and provides leadership in exploring alternatives and determining what improvements can be made (e.g., work methods, processes, and procedures).
• Ensures that the program strategic plan, mission, vision, and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services. Researches, learns, and applies a wide range of qualitative and quantitative methods to identify, assess, analyze, and improve the team’s effectiveness, efficiency and work products.
• Articulates and communicates to the team the assignments, projects, problems to be solved, actionable events, milestones, and program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques; and provides advice on work methods.
• Assists in training specialist in a variety of areas including recruitment, personnel processing, and policy comprehension.
• Intercedes with the supervisor on behalf of the team. Specifically, informs the supervisor of performance management issues/problems, and recommends/requests related actions pertaining to team members, such as changes in assignments, reassignments, promotions, tour of duty changes, performance appraisals, etc.
• Consults with program officials to determine and advise on staffing and recruitment needs and researches market trends to understand the complexity of staffing equitable compensation.
• Serves as a point of contact for new employees. Leads New Employee Orientation (NEO) as it relates to the new hire policies and procedures outlined by the DCHR.

Work Environment

Work is performed in an office environment, though incumbent may make occasional visits to various locations within the District of Columbia Metropolitan Area.

Education And Experience

At least one (1) year of specialized experience equivalent to the CS-12 grade level in the District of Columbia government service, or its non-District equivalent is required. Specialized experience is experience that has equipped the candidate with the knowledge, skills and abilities to successfully perform the work of the position that includes expert knowledge of, and skill in applying, a wide range of advanced recruitment, staffing and placement concepts and practices, as well as seasoned consultative skills sufficient to solve a wide range of complex, interrelated HRM problems and issues, and to analyze trends and forecast changes in workforce requirements that will meet future mission demands.; OR an equivalent combination of education, experience and/or training.

Licensure/Certification And Other Requirements

The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
