EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. In this position, you will support the Regional Offices, Region II, Mission Support Division, Administrative Services Branch as a Contract Specialist by performing contract pre-award work to secure contracts for the acquisition of goods and services, and ensuring that procurements are obtained from responsible sources at fair and reasonable prices. Typical assignments include: * Responsible for procurements involving a number of different processes or elements resulting in extensive subcontracting. * Analyzing benefits and costs of accomplishing work in-house versus contracting; recommends whether to contract. * Providing technical requirements and descriptions of the work to be accomplished. * Soliciting, evaluating, negotiating, awarding, administering, analyzing, advising on, and/or terminating contracts for the procurement of supplies and services for major complex contracts. Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees. COVID VACCINATION: As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Due to COVID-19, FEMA is currently in an expanded telework posture which will end January 31, 2022. At that time, you may be eligible to request to continue to telework one or more days a pay period in accordance with FEMA’s telework policy. Qualifications Qualifications: Basic Requirement for Contract Specialist at the IC-12 level: Degree: Bachelor’s degree (or higher degree) from an accredited educational institution OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor’s degree OR in addition to the degree.) Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: The qualification requirements listed below must be met within 30 days of the closing date of the announcement. To qualify for this position at the IC-12 level (starting salary $89,537), your resume must clearly demonstrate at least one full year of specialized experience equivalent to the next lower grade (IC-11) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience: * Developing, writing, reviewing, and administering Federal Contracts; * Preparing reports in automated financial management systems; and * Preforming professional contracting functions (i.e. pre-award, post-award, cost/price analysis, negotiations, or administration) for the acquisition of goods or services. This position will require FAC-C certification which is mandated by DHS policy for Contract Specialist series 1102 positions. DAWIA Certification Conversion: DHS recognizes current DAWIA certifications as equivalent to FAC-C at the same level as long as the individual has met the education and experience requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
