Human Resources Generalist II

The Mississippi Department of Mental Health (DMH) certifies, provides and/or financially supports a network of services for people with mental illness, intellectual/developmental disabilities, and substance use disorders. This position is in the Mississippi Department of Mental Health’s Central Office, which provides the overall statewide administrative functions for the programs and services that fall under the oversight of the agency.
Reporting to the Human Resources Director at the Central Office of DMH, this position is responsible for administering the daily functions of the Human Resource (HR) department of the DMH Central Office including recruitment and selection, classification, benefits, appointments, performance evaluation, leave, training and development, and employee engagement.
Primary job duties for the incumbent will include, but are not limited to the following:
- Assists in the facilitation of hiring qualified job applicants for open positions; collaborates with division directors and supervisors to understand skills and competencies required for openings;
- Acquires background checks and conducts employee eligibility verifications; Implements new hire orientation and assists in implementing employee recognition and wellness programs;
- Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, leave, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition, and morale, and training and development;
- Coordinates open enrollments, changes, and training for employee benefits programs;
- Maintains users in the agency’s online training program and assists with password resets when requested; Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff;
- Reviews employee leave usage and communicates with employees regarding applicable leave policies;
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices;
- Reviews policies and practices to maintain compliance;
- Maintains employee personnel records;
- Conducts exit interviews;
- Performs other duties as assigned.
Qualifications: Bachelor’s Degree and 3-5 years of experience. Preference will be given to candidates with experience in State government Human Resources and applications, such as Employee Central, SPAHRS, and Neogov.

Pay: $40,286.40 – $52,875.90 per year
