The primary responsibilities for this position will be planning, development, implementation and evaluation of the overall agency human resources and associated labor relations policies and programs by directing subordinate managers. The incumbent works under the broad policy, direction, and supervision of the agency head or his/her designee while directing/administering the human resource functions through subordinate staff for the agency in all areas pertaining to human resources to include but not limited to benefits, employee relations, labor relations, discipline, performance management, personnel policy and procedure, recruitment and staffing, training and development, drug and alcohol testing and agency position management.
The Human Capital Administrator will be responsible for directing managers supervisors and supervisors in the delivery of human resources services to agency employees. Makes decisions on work issues/problems presented by subordinates and assigns workload and assignments. The incumbent in this position will participate as a member of the agency’s senior management team as a consultant in the human resources administration of the agency. Serves as the agency focal point for human resources inquiries and administrative issues. Conducts human resource strategic planning to attract and recruit candidates for the agency that result in well-qualified and diverse employment pool/staff. Advises and counsels management in accomplishing organizational and operational goals and identifying and resolving human resources issues. Provides human resources policy and guidance, technical expertise and consultation to other managers and staff within the agency. Ensures position are properly classified and work with DCHR, Compensation & Classification Administration as applicable, ensures that positions are assigned to the appropriate grade and pay scale. Works with the Chief Financial Officer (OCFO) in the identification, distribution, allocation, and control of FTE’s throughout the agency. Oversees the training and development (Public Works Academy) for the agency workforce. Oversees and manages the agency drug testing program.
Duties and Responsibilities
Expert knowledge of the mission and functions; goals and objectives; organizational structure and individual program responsibilities of the agency, including administrative laws, policies, regulations and procedures applicable to agency/assigned area(s). Mastery of the ability to effectively manage staff and provide leadership in a managerial capacity in a large human resources department, including, but not limited to: establishing goals, objectives, and priorities in accordance with the agency’s overall mission including planning, directing, coordinating, controlling, and evaluating multiple units through subordinate supervisors/manages. Mastery of human resources management and the policies, precedents, procedures, accepted practices, and regulation that govern District of Columbia human resource actions and procedures including planning, organizing, coordinating and implementing the overall human resource operations in an organization. Demonstrated expert skill in the interpretation and application of laws, rules, regulations, policies, procedures, collective bargaining agreements and administrative guidelines combined with the expert ability to use sound judgement and reach logical/useful conclusions.
Demonstrated mastery of policy of policy administration, including but not limited to: planning, developing, implementing, and evaluating policies and procedures. Local government experience preferred. Expert knowledge of and skill in applying, analytical and evaluative methods and techniques to conduct in-depth research of policy issues, program/operations, project issues; to review and analyze complex issues; prepares clear, in-depth reports of studies and recommendations. Excellent communication skills sufficient to represent the agency in various settings and respond appropriately. Demonstrated ability to write effective memoranda, papers and reports. Excellent skills to maintain effective working relationships with a variety of people. Knowledge and skill in the use of the District’s Schedule A’s (Position Funding Report), financial system (SOAR), procurement system (PASS), and personnel system (PeopleSoft) is required. Knowledge of, and proficient in the use of operating a personal computer (PC), utilizing Microsoft Word, Excel, Access, PowerPoint, etc. and willingness to learn new technology associated with assigned work task. Demonstrated knowledge of ability to create and produce automated reports from a variety of computerized systems.
Qualifications
Candidates must have at least one (1) year of specialized experience equivalent to at least the MS-14 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Examples of specialized experience include: (1) experience executing, directing and managing the delivery of human resources(HR) services involving the following functions: staffing and recruitment , classification, compensation and employee benefits, employee/labor relations, HR development, and performance management; (2) experience ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; providing substantive input to the strategic planning of human capital resources for an organization; and (3) experience developing and maintaining partnerships with other senior leaders within and outside of an organization to solve critical organizational problems and make decisions involving complex or sensitive policies, allocation of resources and other management concerns that impact agency-wide operations.
Licensures, Certifications and Other Requirements
SPHR, PHR, SHRM-SCP or other related credential preferred
Education
A bachelor’s degree preferred.
Work Experience
Minimum of five years of relevant experience.
