POSITION:
The North County Fire Protection District is accepting applications from qualified candidates for the position of Deputy Fire Marshal.
HOURS OF WORK:
This assignment is a full-time work classification. The Deputy Fire Marshal classification is considered a “Non-Exempt” employee as defined by FLSA and is overtime eligible. During “regular work hours” employees in this classification are provided two paid 15-minute breaks and a 60-minute lunch break. The normal work schedule for this classification is a 4/10 schedule, unless otherwise approved by the Fire Chief/CEO.
This position may be required to perform duties outside the normal workday (for example, attend evening meetings, on-call status to respond for fire investigations and other emergencies).
REPRESENTATIVE DUTIES AND RESPONSIBILITIES:
The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practice.
Under the direction of the Fire Marshal, the Deputy Fire Marshal provides program management for the Community Risk Reduction Division. Specific duties include, but are not limited to:

THIS POSITION REQUIRES GENERAL KNOWLEDGE AND EXPERIENCE WITH:
Principles and practices of fire safety inspections; methods and techniques of fire prevention and fire investigation; pertinent codes, rules, laws and ordinances related to area of assignment; building materials and construction and fire alarm and suppression systems; principles and practices of customer service; safe work methods and safety regulations pertaining to the work; computer equipment related to assignment; and English usage, spelling, grammar and punctuation.
THE POSITION REQUIRES THE ABILITY TO:
Perform fire prevention inspections and identify violations of applicable codes and regulations; participate in fire investigations and testify in court; recognize fire hazards common to places of public assembly, manufacturing, commercial and residential buildings; read, interpret and apply local and state codes, laws and ordinances pertaining to fire prevention and hazardous materials; review building plans as they relate to fire code requirements; perform fire and safety clearance inspections for new business licenses; gain voluntary compliance with code requirements; train others in fire code regulations, fire prevention, inspection and related subjects; investigate citizen complaints of reported fire and/or safety hazards; drive District vehicles observing legal and defensive driving practices; perform work in accordance with safety regulations, guidelines and practices; use initiative and sound independent judgment within established guidelines; prepare written correspondence, reports and keep work related records using a computer; use a two-way radio; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; and work with various cultural and ethnic groups in a tactful and effective manner.

TEST PROCESS:
Review of credentials/application materials. Candidates determined as best qualified will move on to the next stage in the selection procedure.
The testing process may consist of a structured oral interview panel, job knowledge testing and an interview with the Fire Chief/CEO or designee.

To successfully pass the evaluation process, a candidate must successfully pass each component of the exam. A combined total score that comprises a passing grade is unacceptable if any portion of the exam was not successfully passed. Regardless of the classification/category of the employee, there will be no retesting of any portion of the examination for which a passing grade is not received. Candidates who successfully pass the testing process will be put on an eligibility list for one year.

BENEFITS OF EMPLOYMENT:
RETIREMENT:
Full-time employees will be added to the CalPERS system upon assignment. Employees are responsible for paying the full “employee rate” for their membership class.
Retirement benefits provided by the Public Employees’ Retirement System (PERS) for either “CLASSIC” employees or “NEW” employees, as defined by the California Pension Act of 2013. CLASSIC employees with 3% at age 55 formula for Safety employees. Employees with this classification are responsible for their 9% contribution.
A “NEW” employee is defined as: A new hire who becomes a CalPERS member for the first time on or after January 1, 2013, and who has no prior membership in any other California Public retirement system, or who is not reciprocal with another California public retirement system; A new hire who is brought into the CalPERS membership for the first time on or after January 1, 2013, and who is not eligible for reciprocity with another California public retirement system; or An established member prior to January 1, 2013, who is hired by a different CalPERS employer after January 1, 2013, after a break in service greater than six months. The District provides retirement benefits described in California Government Code, Section 7522.25, known commonly as 2.7% at 57. Final compensation will be based on the highest annual average compensation earnable during the three consecutive years of employment immediately preceding the effective date of their retirement.
A “NEW” employee shall pay the higher of nine percent (9%) or one-half the total normal cost [up to a maximum of twelve percent (12%)] as determined by CalPERS, as their employee retirement contribution.
HEALTH INSURANCE:
The District provides a Cafeteria-style benefit plan including dental insurance, vision care, life insurance and health insurance. Employees may choose from several medical plans available through CalPERS. The District pays an amount equal to 90% of the current Blue Shield HMO premium for the Employee’s designated coverage level (currently $26,000 per year for family coverage level). Employees may waive District sponsored healthcare and receive an incentive of 50% of the of the current premium for the employee’s applicable benefit tier if they can provide evidence of healthcare coverage. All monies will be contributed on the employee’s behalf to the Post-Retirement Medical Benefit Trust.
SICK LEAVE:
Employees shall accrue 96 hours of sick leave per year. After 5 years of service with the District, accrual more than 540 hours will be converted at the current salary rate and deposited into the individual’s Post-Retirement Medical Trust in accordance with all applicable laws and regulations.
ANNUAL (VACATION) LEAVE:
Starts at 84 hours per year, increases based on years of service to a maximum of 168 hours per year. Accrual more than 400 hours is paid July 15th, each year into the employee’s Post-Retirement Medical Benefit Trust or qualifying Retirement Savings Account.
UNIFORMS:
Each employee will be provided uniforms worth a combined value of $700 per year, of which $500 per year may be used for uniforms at the employee’s discretion.
TUITION REIMBURSEMENT:
The District will reimburse tuition and book costs for courses approved by the Training Chief up to a maximum of $1,000 annually for professional development and $5,000 annually for formal education.
DEFERRED COMPENSATION PROGRAM:
District employees may elect to contribute by payroll deduction into Deferred Compensation Programs.
LONG TERM DISABILITY:
The District offers an LTD plan to each employee; District employees are responsible for plan contributions.
POST RETIREMENT HEALTH BENEFIT:
Participation in the employee held Post-Retirement Medical Trust is mandatory.
