OBJECTIVES OF ENGAGEMENT
The objective of this engagement is to provide technical support for the Commonwealth Workforce Development System (CWDS).
TASKS TO BE PERFORMED
Specific work items for the contractor are:
Comprehensive Workforce Development System (CWDS) – The integrated workforce development system was implemented to support the Governor’s plan for a market driven application with a goal towards more efficient use of federal and state dollars. CWDS remains a high priority in the Health & Human Services Community of Practice. This initiative included the replacement of DHS’s DLI business partners, with the Department of Labor and Industry’s Bureau of Workforce Development and Office of Vocational Rehabilitation groups. Several other goals of this project were to focus on building career paths for customers, improve our customer service and delivery, create a single vision to deliver and provide Workforce Development services, establish unified and integrated intensive case management, modernize and replace aging legacy systems with a fully accessible application supporting staff, case managers, counselors, service providers, employers, self-service customers, and institute a multi-agency enterprise vision for Workforce Development in PA.
Production Support*
– IT representation at CWDS Project Meetings
– IT lead within the CWDS application team. Works closely with the OIM team leader to provide application code support, database design support, problem analysis, problem correction, and ad-hoc reporting. Serves as point of contact for DLI/Deloitte application teams that are integrated with the CWDS system.
– Coordinates IT activities with other members of the CWDS team caused by external changes by “other” integrated systems and application teams. This includes data corrections, application code changes, testing, debugging, implementing, and identifying potential changes to the database design issues.
– Provides input to the OIM team lead to prioritize either; data corrections and/or software changes to the CWDS system.
– Develops and Implements a corrective action plan by working in conjunction with the OIM Project Manager.
– Assigns work to other CWDS contracted IT staff
– Investigates and researches data / application problems reported by helpdesk/customer
– Develop SQL scripts to correct data issues
– Develop canned/ad-hoc reports as requested by the OIM / BEP customer using the SAP Crystal reports product.
*- Monitor and developsupport daily interface processes that send data between CIS and CWDS via WebMethods and make corrections as needed.
Functional Release(s) for Fiscal Year 2022
– Works with OIM to facilitate new reports and system changes related to the EARN, SNAP, and WR program changes for fiscal year 2022.*
– Works with other members of the CWDS application development team to develop the Detailed Systems Design Deliverable. Participates in meetings with the DHS and DLI departments and its business partners to gain acceptance of the CWDS application’s detailed design.
– Works with other members of the CWDS application development team to code the components / modules of the application. Completes specific task assignments per requirements and within required timeframes. Adheres to the Department’s coding / security policies, procedures, standards and best practices. Assigns work to subordinate staff.
– Assess impacts to the database design to accommodate software changes and revised business requirements. Work with the database team to implement needed changes to the CWDS database.
– Code, Test, and Debug application code changes to meet the defined scope of work. Assign work to other IT staff on the CWDS team
– Provides weekly reports to the OIM CWDS Project Manager regarding the status of coding defects, resolution, and regression testing. Ensures that work is completed timely in lines with the project plan.
– Oversee Implementation of the software release work plan to include all stages of the standard System Development Life Cycle, SDLC
– Coordinate Implementation activities with other application teams either across agencies (DHS / DLI) or inter agency (DHS).
*- Update and maintain CWDS documentation as changes occur.
CWDS to CIS and CIS to CWDS Reconciliation
– Develop SQL scripts/utilities to reconcile the main Client Information System, (CIS) workforce data to the CWDS oracle database and produce discrepancy reports*
– Develop SQL scripts to correct errant data in CWDS
– Develop SQL scripts to conversely provide data extracts from CWDS to reconcile with the CIS database.
*- Coordinate across teams, issues found within the reconciliation, coordinating application changes as needed with other application teams (Deloitte)
DHS/CWDS Database Integrity and Validation
– Develop SQL scripts to validate and resolve inconsistencies of all Demographic Participant data existing on CWDS database. Work with the CIS and MCI application teams cooperatively*
– Develop SQL scripts to validate and resolve inconsistencies of all Projects/Activities associated with CWDS Participants. Work with the CIS application teams cooperatively.
*- Provide status reporting directly to the OIM BEP–CWDS program lead.

*CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
As appropriate for a Team Lead S2 – Emerging and to perform specific tasks shown above. The selected vendor shall provide a Contractor who will possess a minimum of five (5) years’ of industry (IT) experience in the analysis, design, coding, unit and integration testing and deployment of application code. A minimum of two (2) years as a project leader directing IT activities within a team and following SDLC standards. Additionally, the contractor must demonstrate specific experience, support and background with the following application and product sets:
