he County of Solano seeks a Director who has demonstrated success in Veterans Services program development, implementation and management.
The ideal candidate will bring expert knowledge on matters concerning veterans’ benefits and programs, and the ability to execute responsibility and be accountable for planning, directing, organizing and staffing the activities and functions of the Solano County Veterans Service Office, primarily to advise and assist benefits claimants; provides technical advice and assistance to program staff on complex or unusual case issues.
In addition, a strong candidate has experience with budget preparation and monitoring, and has excelled in personnel administration including development and implementation of goals, objectives, policies, procedures, work standards and internal controls.
A top candidate also possesses political acumen and decorum, and is capable of building and maintaining positive and effective internal and external stakeholder relationships, provides expert knowledge and assistance on matters concerning veterans’ benefits and programs.

Edcation:
A Bachelor’s degree in public or business administration, sociology, economics, administrative law, psychology, or a closely related field is highly desirable.
Experience:
Five (5) years of experience in an agency or program administering or providing assistance or advocacy in pursuit of veterans’ benefits at the federal, state, or local level, which must have included management experience in budget development and financial/budget analysis.
Special Requirements:
Must be a Veteran as defined in the California Military and Veterans Code. Must provide verification of appropriate military separation/discharge document, DOD Form DD214, or equivalent.
Accreditation from the California Department of Veterans Affairs is required, or must be obtained within sixty (60) days of employment pursuant to Title 38, Code of Federal Regulations 14.629
Possession of a valid Class C California Driver’s License may be required.
Must be able to pass a background check.

lano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1.586.60 per month for 2021. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.
Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.
Solano County participates in CalPERS retirement and contributes to Social Security.
The County observes twelve full day fixed and two half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive one floating paid holiday(s) per year.
Vacation is accrued at approximately four full weeks of time off per year. Sick leave accrues at approximately twelve days per year. Effective July 1 of each year, 80 hours of administrative leave is granted.
Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30, 35 years.
Employees are eligible for a business expense allowance, vehicle allowance and cell phone allowance.
Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.
