Job Summary
The Human Resource and Labor Relations Generalist will assist with labor and employee relations matters by collecting and maintaining documents and records required for contract negotiations, policy development, grievances, and workplace investigations. Works closely with the Human Resources Business Partner team by resolving and mediating routine issues and employee concerns. This role will assist in the operational and tactical aspects of Human Resources in a support role to serve the University.
Essential Functions
Provides support to Human Resources Business Partners (HRBPs) and their assigned client areas on all HR related matters including, but not limited to, employee relations, organization development and change, talent development, compensation, benefits, equal employment opportunity, finance and administration, human resources information systems, payroll, people analytics and talent acquisition.
Collaborates and acts as liaison with Human Resources Centers of Excellence in the coordination of HR processes while promoting best practices and procedures.
Resolves and mediates issues and employee concerns by providing guidance to employees and management on HR policies and procedures or contract interpretation to ensure a fair and consistent approach.
May conduct initial interviews and gather information for employee and labor relations matters such as work environment complaints or other concerns; informs appropriate HRBP when additional investigation is required.
Conducts surveys, interviews, and other research related to HR policies, practices, procedures, and programs and evaluate based on industry best practices; collects information and reports results to the Assistant Director, Labor Relations & HR Business Partner.
In coordination with the HRBP team, provides support on matters in partnership with the Office of Equality and Diversity, Office of Faculty Advancement, Office of General Counsel, Office of Risk Management, and the Office of Student Life.
Responds to routine labor relations and human resources inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate HR Business Partner (HRBP).
Provides guidance to management in manners pertaining to the performance management ensuring consistency with past historical practice and University policy guidelines.
Interpret and administer contracts pertaining to wages, grievances, health and welfare, union and management practices serves as resource of subject matter expertise for the University.
Assists with preparation of documents and records required for contract negotiations, arbitrations grievances, labor management meetings and official meetings between employer and labor organizations.
Supports the administration, design, and coordination of labor relations related training for management and professional staff.
Participate in collective bargaining negotiations including, but not limited to, taking meeting minutes, making necessary updates to contracts, proving summary of grievance trends and assist in action planning to address with Management and Union.
Provides support on request, inquiries and ability to ensure legal and regulatory compliance, limit University exposure, investigate and provide written responses to various governmental agencies including but not limited to: United Stated Equal Employment Opportunity Commission (EEOC), National Labor Relations Board (NLRB), Department of Labor Wage and Hour Division (WHD), Department of Labor, Office of Labor Management Standards (OLMS), Office of Special Counsel for Immigration Related Unfair Employment Practices (OSC), Federal Mediation and Conciliation Service( FMCS), Pennsylvania Human Relations Commission (PHRC), Philadelphia Commission on Human Relations (PCHR).
Monitors industry arbitration decisions, legislation to assess industry trends.
Performs other duties as assigned.
Required Qualifications
Bachelor’s Degree in Human Resources, Labor Relations, Business Administration or related field.
At least three years of professional Human Resources Administration.

Ability to maintain a high level of confidentiality in coordination of work of a sensitive nature

Strong negotiation skills to discuss concerns, disputes or issues in a harmonious manner

Strong analytical and problem-solving skills.
Thorough understanding of laws, regulations, and guidelines related to HR and contract negotiations.
Comfortable with change, addressing change and conveying information and leading as a champion of change to all levels
Knowledge and understanding of laws and regulations related to EEO, affirmative action, collective bargaining, unions, labor relations, and human resources
Proficient with Microsoft Office Suite or related software.
