Job Summary ____________________________________________________________________
The HR Manager is directly responsible for leading and executing the HR function for the Reading facility. Leads the talent acquisition, employee relations, and change management strategies for the manufacturing team (approximately 250 employees), customer service, tool shop and engineering teams. The incumbent also plays a significant role contributing to the national HR strategies as the Reading facility is the largest in our company.
Major Job Accountabilities and Responsibilities _______________________________________
· Develops and administers various human resources plans and procedures for all onsite company personnel.
· Leads strategic HR projects while working with onsite Management to deliver in most efficient, streamlined, and cost-efficient ways.
· Plans, organizes and controls all activities of the onsite HR department. Participates in the development of department goals, objectives and systems.
· Participates in annual benefit reviews – helping to develop a cost-conscious and competitive benefit plan. Plans, organizes and delivers onsite annual Open Enrollment activities.
· Implements and annually updates the compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and revises as necessary.
· Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities programs.
· Files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations.
· Conducts recruitment effort for all onsite salary (professional) positions; writes and places advertisements; works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; monitors career-path program and employee relations counseling; conducts exit interviews.
· Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains organizational charts.
· Evaluates reports, decisions and results of department initiatives in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
· Participate in investigations (and administer disciplinary actions, if necessary) when employee complaints or concerns are brought forth.
· Ensures compliance with all federal, state and local employment laws.
· Coordinates any onsite social, recognition, or motivational employee functions.
· Occasional travel to other sites to support HR efforts.
Qualifications ___________________________________________________________________
Minimum Education and Experience Required
· Bachelor’s degree and eight years of HR experience, or twelve years of experience in the HR field
· Three to four years of strong employee relations and coaching leaders at various levels exposure
· Superior critical thinking skills
· Three to five years of HR generalist experience with exposure to workers compensation, benefits, training, employee engagement and change management
· Hands on experience and track record of accuracy with ADP or other HRIS/Payroll systems
· General knowledge of employment laws and practices
· Evidence of the practice of a high level of confidentiality
Certifications/affiliations required_________________________________________________
PHR or SPHR Certification (or SHRM equivalent) preferred
