The Payroll/Human Resources Coordinator serves as a member of a team that is responsible to all day-to-day administrative operations of the Human Resources and Payroll departments. This position provides support and service to schools and department as well as current and prospective employees. The Payroll/HR coordinator assists with the staffing budget, hiring processes and supports the bargaining process. This position analyzes and interprets information and data to ensure compliance with applicable collective bargaining agreements, policies, and state and federal laws.
Essential Functions
Ensure the timely and accurate production of monthly payrolls, including computations of salary adjustments, leave, overtime, and other miscellaneous deductions.
Work knowledgably with employees on all aspects of payroll, including district approved insurance benefits and other benefits such as retirement programs
Research and respond to employee and vendor questions pertaining to benefits
Coordinate, organize documentation and monitor Worker’s Compensation claims, PFML, and other leaves. Should have the ability to process from start to finish.
Act as liaison with supervisors, employees, and labor partners to discuss human resources matters, communicate district policies, and ensure effective flow of pertinent information.
Receive, review, and process employee placement and transfers, and changes in accordance with laws and regulations.
Add and update employee assignments into the district database.
Enter and update information into the district Absence Management system while evaluating the program for efficiency
Assist with the development and implementation of staffing allocations for the district budget.
Participate in collective bargaining negotiations to include interpretation of employee agreements as to their effect of pay, leaves, deductions, taxation, retirement, and employee benefits.
Produce annual employee contracts
Maintain district employee recruitment programs by preparing job announcements, coordinating the hiring process, and serving as the pre-employment testing administrator.
Maintain and update job descriptions, monitor pre-employment requirements, and post and maintain communications on open positions.
Create and maintain a variety of employment files and records for the purpose of maintaining accuracy and integrity of employee data for compliance with state and federal regulations.
Professionally interact with colleagues, members of the public, and students
Comply with and uphold all district policies and all applicable laws
Fulfill other responsibilities as assigned by the supervisor
Knowledge and Skills
Working knowledge of all phases of Human Resources and Payroll, procedures, and terminology.
Clear knowledge and understanding of HR and Payroll laws, state and federal
Knowledge of accounting principles related to wages, benefits, and compensation
Knowledge of federal and state record keeping requirements
Proficiency in the preparation of state and federal tax returns and information statements
Attention to detail and excellent clerical skills
Ability to prioritize with a high degree of flexibility
Clear and effective communication skills
Ability to establish cooperative working relationships with district office staff to enhance the completion of assigned tasks
Ability to handle confidential matters and information in a professional manner.
Ability to work independently within the parameters of the job to organize, prioritize, and meet deadlines without constant supervision
