Election Clerk II – SR-10 Full Time

Performs clerical work in connection with the registration of voters and preparation for elections, and performs other related duties as required.

One (1) immediate permanent full-time vacancy with the Office of the County Clerk – Elections Division in Hilo.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

• Updates, maintains, and prepares the general county register.
• Registers new voters.
• Reviews and checks applications for registration, re-registration, or absentee ballots for conformance with statutory requirements.
• Assists and provides information to the public by telephone and over-the-counter relating to voter registration and elections inquiries.
• Notifies all voters of their district, precinct, and polling place by mail.
• Tags records of voters with questionable addresses.
• Cancels registrations for ineligible or deceased voters.
• Files voter registration records.
• Maintains voter registration address directory.
• Assists in absentee and precinct training programs, including voter education and school elections programs.
• Explains election laws if necessary.
• Assists candidates running for office with nomination papers and campaign spending forms.
• Assists in the verification of petitions for sufficiency.
• Supervises the work of temporary election clerks.
• Operates office machines as required.
• May operate a motor vehicle in the performance of duties in preparing precinct sites and monitoring or providing assistance to precincts on election days .
• Performs other related duties as required.

Training and Experience:
A combination of education and experience substantially equivalent to:

• graduation from high school, and
• two (2) years of clerical experience, of which
• one (1) year shall have been in election programs such as voter registration, candidate filing, reapportionment, absentee voting, etc., and
• ability to travel independently to various geographic locations.  This requirement may be fulfilled by the possession of a valid State of Hawai’i driver’s license (Class 3), a valid comparable driver’s license, or use of other means of transportation that meets position needs.

Substitution of education for required experience:  An Associates degree from an accredited college or university in Business Technology, OATS, or Secretarial Science may be substituted for (2) two years of clerical work experience.  (Attach a copy of your official college transcript to your application to be credited for the substitution of experience.)

Examination:   All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.  An education and experience evaluation will be conducted based on the applicant’s training, education and experience as presented in the application.

Knowledge of:  principles and practices of supervision; office practices and procedures; filing systems; uses of various standard office machines; election regulations and ordinances.

Ability to:  plan, assign, and direct the work of others; compare names and numbers accurately; understand and interpret laws, ordinances, and regulations; give and follow oral and written instructions; deal tactfully and effectively with the public; work harmoniously with others; work irregular and long hours during election year; and operate a motor vehicle in the performance of duties in preparing precinct sites and monitoring or providing assistance to precincts on election days.
