Performs general office clerical work in support of election registration and related activities. The work involves constant interface with Department of Motor Vehicles (DMV) automated records for registration purposes. The work involves processing voter registrations and performing related filing and information work for the office, including training on and having working knowledge of the applicable laws, rules, and regulations. Work requires experience in office work and is performed under general supervision. Required to communicate elections knowledge effectively to the public.
Essential Job Functions
Processes new voter registrations by checking applications for completeness, determines eligibility of application, ensures that the application is signed, and when necessary refers applications to other officials for disposition. Maintains and ensures confidentiality of voter registry; meets time sensitive deadlines and demands.
Communicates effectively about Early Voting, Same Day Registration, Cross-State election laws, National Voter Registration Act (NVRA), Management and Electronic Registration Information Center (ERIC) transactions.
Processes and verifies additions, changes, and deletions to the registration records as prescribed by election codes.
Maintains current knowledge and ensures compliance of the NVRA and the Help American Vote Act.
Answers inquiries received in person, by telephone and by mail regarding forms, deadlines, legal and/or regulatory requirements. Supplies forms and information to candidates and others.
Checks computer generated reports and voter notification cards for completeness and accuracy, making additions and corrections as appropriate.
Researches county and statewide records from other counties regarding voter registration status.
Maintains files for activity reports with DMV.
Inspects completed candidate, election and registration forms to ensure that information is complete and meets legal requirements.
Travels to conduct high school and college registration drives.
Administers appropriate oaths to walk-in registrants, candidates, candidate committee officers, and persons wishing to review registration records.
Collects filing fees from candidates and monies from the general public for copy services, street directories, and duplicate voter notification cards; issues receipts.
Processes jury notice reports from County Circuit Court Clerk regarding addresses of voters.
Identifies any transactions that appear fraudulent and refers information to the appropriate office.
Records number and types of registration transactions.
Maintains a Calvert County street directory and other office files and records.
Refers to street directory, maps, postal service employees, and/or registrants for information on which to base district/precinct assignments.
Consults various resources and directories to locate registrants with incorrect, incomplete, and new mailing addresses.
Maintains security of registration records allowing access to materials only as prescribed by law.
Removes voters from registry in compliance with state election laws and procedures. These include but are not limited to potential criminals and inactive voters.
Verifies the registration status of individuals listed on alcoholic beverages licenses and candidate/ referendum petitions; verifies the authenticity of signatures through comparison with registration cards. Signs and applies embossed seal to alcoholic beverage license applications.
Researches, records and files notices where a notice has been received from the State Administrative Board of Elections Laws of individuals who have been convicted of a possible infamous crime. Prepares correspondence requesting a determination as to whether the individuals should remain on the rolls or be removed.
Stamps time-date on, examines, and processes applications for absentee ballots, and verifies eligibility. Enters data pertaining to transactions into the computerized absentee program.
Produces listings and labels of absentee voters as requested by category by the general public; imposes established charges.
Instructs volunteers on advising the public on completing applications for registration.
Participates in high school and college, nursing home and assisted living facilities registration drives.
Attends conferences and meetings required by law to keep abreast of current legislative and procedural changes affecting election board operations.
Participates in gathering information on election returns; verifies returns by county Voter Authorization Cards and reconciling totals with tally sheets and district/precinct lists.
Interacts on a regular basis with statewide intranet for registration purposes.

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)
Training and/or Education:
High School diploma or GED equivalent, including or supplemented by courses in office practices.
Experience:
Four years of progressively responsible general clerical experience, including dealing with confidential information and a minimum of 3 years of experience applying applicable election laws, regulation and processes in preparing and conducting elections.
Licenses or Certificates:
None
Special Requirements:
Cannot hold any public or party office or be a candidate for any public or party office.
Must be a registered voter of the State of Maryland.
Subject to background investigation.
Physical Demands:
Operation of keyboard devices for sustained periods.
Unusual Demands:
Work is subject to frequent interruptions.

Grade 720: $27.03 – $28.97 per hour
