Performs as a trainee in a planned training program in emergency medical work; assists and participates in providing emergency medical services at the scene of accidents or distress, in transit, and at medical facilities; and performs other related duties as required.
Positions are with the Honolulu Emergency Services Department, Emergency Medical Services Division. Appointments will be made on a limited-term basis. Employees will receive full pay and benefits while participating in an Emergency Medical Technician (EMT) work/study training program for 40 hours per week. The Honolulu Emergency Services Department will enroll employees in the Kapiolani Community College (KCC) EMT Program and will pay all tuition costs and fees for each employee.
This work/study program is tentatively scheduled to begin in July 2024. As part of this work/study training program, employees will attend school full-time in the KCC EMT Program, with the goal of completing all requirements for licensure as an Emergency Medical Technician-Basic (EMT-B) with the State of Hawaii. The KCC EMT Program is one semester (approximately 16 weeks). When employees are not attending classes at KCC, they will participate in weekly supplemental training with the Honolulu Emergency Services Department, Emergency Medical Services Division.
After satisfactory completion of the KCC EMT Program, each employee will be required to obtain a State of Hawaii EMT-B license in a timely manner. Upon licensure as a State of Hawaii EMT-B, the employee will progress to an Emergency Medical Technician II.
MOBILE EMERGENCY CARE SPECIALIST TRAINING PROGRAM
The Mobile Emergency Care Specialist Training Program was initiated by the City and County of Honolulu to recruit qualified employees for a City career in emergency medical services. The program provides limited-term employment with the City, with the opportunity to advance through the various EMT job classifications (EMT I, II, and III). Over the course of the full training program, employees attend Emergency Medical Technician and Mobile Intensive Care Technician (paramedic) classes and perform progressively difficult emergency medical assignments, with the objective of achieving journey-level status at the advanced life support (paramedic) level. Upon completion of the full training program and State licensure as an Emergency Medical Technician-Paramedic (EMT-P), the employee will be converted to initial probationary status as a Mobile Emergency Care Specialist I (AM-09).
Once accepted into this program, continuation in the program will be based upon successful completion of all phases of training and State licensure in a timely manner.
CHARACTER & BACKGROUND
Emergency Medical Technicians must possess sound moral character, integrity, and credibility in addition to the ability to provide emergency medical services. They must have the ability to make sound judgments in emergency situations. Each candidate’s character, background (including a fingerprint-based state and national criminal history record check), and driving record will be thoroughly reviewed to determine suitability for employment as an Emergency Medical Technician. At time of interview, candidates will be required to submit a copy of their driver’s license and certified copies of official traffic abstracts from each state they have resided in during the last five years.
SPECIAL WORKING CONDITIONS
Works rotating and/or night shifts. Must be available to work at all locations on Oahu. Position requires the use of safety and protective equipment due to possible exposure to hazardous and obnoxious conditions. Work involves possible exposure to communicable diseases, bodily fluids, and hazardous materials. Work may involve driving under hazardous road, traffic, and weather conditions; lifting and moving patients under extreme conditions; and working in hazardous surroundings.

ELIGIBILITY
Candidates who pass the written test will be placed on the Emergency Medical Technician I eligible list. Eligibles are referred to the Honolulu Emergency Services Department in order of their written test scores, starting with the highest score, as vacancies occur. The eligible list is effective for at least one year from the date of establishment, and may be extended by the Director of Human Resources.
SELECTION PROCESS
Candidates must pass ALL phases of the selection process in order to become an Emergency Medical Technician I.
Candidates who pass the written test are placed on an eligible list. Eligibles are referred to the Honolulu Emergency Services Department in order of their written test scores, starting with the highest score, as anticipated vacancies occur. Candidates will be referred to the Honolulu Emergency Services Department when their written test score is reached.
1) Interview
Candidates who are referred to the Honolulu Emergency Services Department will be scheduled for an interview.
NOTE: At the time of interview, candidates will be required to submit a copy of their driver’s license and certified copies of official traffic abstracts from each state they have resided in during the last five years.
2) Suitability Review
Emergency Medical Technicians must possess sound moral character, integrity, and credibility in addition to the ability to provide emergency medical services. They must have the ability to make sound judgments in emergency situations, and must be capable of driving an ambulance safely in response to calls for emergency medical services.
To determine employment suitability for the position of Emergency Medical Technician I, the Department of Human Resources will review criminal convictions, driving record, dismissals from employment, and separations from military service under other than honorable conditions.
3) Medical Evaluation
Candidates must meet the medical requirements established for the City and County of Honolulu for the position of Emergency Medical Technician I. If selected, a medical examination will be administered to determine whether the candidate meets the medical requirements for this position.
