Position Title: Director of Human Resources
Reports To: Chief Executive Officer

General Purpose of Job
Provide leadership, business acumen, professionalism, and strong relationship management skills in the development of all human capital functions; develop, implement, and support the communication and application of all company policies and procedures; practice, communicate, and support ethical and responsible business practices; advise business unit leaders on legal, ethical, and procedural implications affecting business plans; attract and retain a workforce that will support strategic objectives; develop training initiatives that support business differentiation and growth; and implement employment branding strategies that will set company apart as an employer of choice, while supporting business goals and objectives.
Essential Duties and Responsibilities
Plan, develop, organize, implement, direct and evaluate the organization’s human resource function and performance
Participate in the development of the organization’s plans and programs as a strategic partner but particularly from the perspective of the impact on people.
Translate the strategic and tactical business plans into Human Resources strategic and operational plans
Evaluate and advise on the impact of long range planning of new programs, strategies, and regulatory action as those items impact the attraction, motivation, development and retention of the people resources of the organization
Develop staffing strategies and implementation plans and programs to identify talent within and outside the corporation for positions of responsibility
Identify appropriate and effective external sources for candidates for all levels within the organization
Develop progressive and proactive compensation and benefits programs to provide motivation, incentives and rewards for effective performance
Provide programs which utilize an employee and company partnership for the short and long range health and welfare protection of the employees
Develop programs to allow the organization to embrace applicants and employees of all backgrounds and to permit the full development and performance of all employees
Develop human resource planning models to identify competency, knowledge and talent gaps and develop training programs to fill gaps
Continually benchmark the competitiveness of all programs and practices against the relevant comparable companies, industries, and markets
Establish credibility throughout the organization with management and the employees in order to be an effective listener and problem solver of people issues and business issues relating to and/or affecting human capital

Develop appropriate policies and programs for effective management of human capital, including but not limited to employee relations, affirmative action, sexual harassment, employee complaints, external education and career development
Enhance and/or develop, implement and enforce human resources policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organization
Coordinate the activities, programs and strategic human resources plans of the be carried out throughout the organization
Maintain knowledge of internal and external trending human resources practices and programs and new legislation that affect business
Provide technical advice and knowledge to others within the human resources discipline
Manage employee relocation, communication, safety, and health
Direct all labor relations activities including to administer Collective Bargaining Agreements
(CBA) that are in place, provide labor relations training to management staff, negotiate CBA with union (in partnership with CEO and appointed labor team), and respond to grievances and charges
Set and manage budget for the human resources department
Continually improve the programs, policies, practices and processes associate with meeting the strategic and operational people issues of the organization
Evaluate the human resources structure and team plan for continual improvement within the functional unit
Provide growth and training opportunities for individuals within the functional unit and other business units within the organization
Demonstrate regular predictable attendance
Demonstrate dependability, reliability, punctuality
Work assigned and varying shifts
Perform other tasks and duties as requested by supervisor
Supervisory Responsibilities
This position has supervisory responsibilities over the staff within the human resources department
Education and/or Experience
Bachelor’s degree from a four-year college or university; and a minimum of 5-7 years related experience and/or training; or equivalent combination of education and experience
Senior Professional Human Resources (SPHR) certified
Language Skills
Ability to read, analyze, and interpret the most complex documents
Ability to respond effectively to the most sensitive inquiries or complaints
Ability to write speeches and articles using original or innovative techniques or style
Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors

Mathematical Skills
Ability to work with mathematical concepts such as probability and statistical inference
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Reasoning Ability
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems
Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in the most difficult phases
Ability to deal with a variety of abstract and concrete variables
