Duties Summary

Receives, reviews for completeness and processes applications for various engineering permits; issues permit upon approval of applications; maintains records, files, and prepares reports; and performs other related duties as required.

Qualification Requirements

MINIMUM QUALIFICATION REQUIREMENTS
You must meet all the requirements for the position you are seeking as of the filing date of your application, unless otherwise specified. Note: Calculation of experience is based on full-time, 40-hour work weeks and counted up to the last full month prior to the recruitment close date. Part-time experience will be pro-rated. Example: Twelve months of experience at 20 hours per week is equivalent to six months of experience. In addition, hours worked in excess of 40 hours per week will not be credited.

Training and Experience:
A combination of education and experience substantially equivalent to graduation from high school; and

one (1) year of clerical experience, and
one (1 ½) years of clerical work experience.

Qualifying General Work Experience:
Any work experience which may involve the basic skills: reading, writing, computation, and communication.

Qualifying Clerical Work Experience:
Work experience which involved the performance of a variety of clerical tasks and demonstrated knowledge of office practices and procedures, and the ability to carry out procedures in clerical work systems, and operate various kinds of office equipment including computers, Microsoft Office, and other technologies.

License Requirement: At the time of appointment, the candidate selected may need to possess a valid motor vehicle operator’s license if the position requires it.

Required Forms and Documentation:

Copy of your high school diploma or equivalent.
Evidence of education (degree or transcript). A legible photocopy of an official transcript will be accepted. DHR reserves the right to request an official copy if substituting education to meet the minimum qualification requirements.

Substitutions Allowed:
The following may be substituted for education:

Four (4) years of full-time general work experience may be substituted for a high school diploma.
Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months).
An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement.

The following may be substituted for experience:

Successful completion of semester credits leading towards a degree or diploma from an accredited community college, business or technical school, college, or university may be substituted for up to four (4) years of the general work experience requirement (15 semester credits = 6 months).
An Associate’s degree in Secretarial Science or Office, Administration, and Technology (OAT) from an accredited business school or community college may be substituted for up to two (2) years of the general work experience requirement.
A Bachelor’s degree in any field from an accredited college or university may be substituted for up to four (4) years of the general work experience requirement.
A Master’s or PhD degree in any field from an accredited college or university may be substituted for one (1) year of the general work experience requirement.
An Associate’s degree in Secretarial Science or Office, Administration, and Technology (OAT) from an accredited business school or community college may be substituted for up to two (2) years of the clerical work experience requirement.

If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant.

Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered.

Knowledge of: Policies, laws, rules, and procedures governing the processing and issuance of engineering permits; construction terminology; office practices and procedures; use of standard office machines including personal computer, peripheral equipment, and standard office software applications.

Ability to: Understand and interpret laws, ordinances, rules, and policies pertinent to the department; make arithmetic computations; follow oral and written instructions; set up and maintain manual and electronic files; deal effectively and tactfully with the public; work harmoniously with others; operate standard office equipment including personal computers and applicable software applications.

Tests: Applicants may be required to qualify on an appropriate examination.
