Distinguishing Characteristics:
This class is distinguished by its responsibility for performing moderately difficult subprofessional, technical work in general support of professional engineering activities, such as planning and engineering studies, research, data analysis, permit application requirements, minor design and similar activities, which may include drafting work.

Assists in data gathering, compiling statistics and making cost and volumetric computations to be used in planning and engineering studies; reviews and recommends approval/disapproval of various applications, permits, forms and reports within its area of responsibility; provides clients with necessary information and procedure in applying for building permits, water service, etc.; drafts various agreements; assists in keeping and cataloging engineering reference materials and information, and extracts data for the preparation of survey and other reports; assists in analyzing and monitoring data and statistical reports; may assist with various tasks involving internal administrative and clerical matters.
Training and Experience: A combination of education and experience substantially equivalent to two (2) years of technical experience in engineering oriented support functions such as in research, data collection and analysis, inspection, testing, designing, surveying and/or drafting activities.
License Requirement: Possession of a valid motor vehicle operator’s license (Type 3).
Knowledge of: mathematics, including algebra, geometry and trigonometry as required; engineering terminology; basic engineering principles and practices; sources of technical information and pertinent regulations and references.
Ability to: make mathematical computations; relate and apply practical knowledge of engineering techniques and practices to the solution of engineering problems; conduct research, tests and evaluations of equipment, systems and materials; read plans and specifications; extract, compile and evaluate data and prepare reports; prepare drawings, charts and other graphic materials; understand and follow oral and written instructions.

Vacation
Eligible employees earn up to 21 days of vacation per year, with a maximum year-to-year carry over of 90 days. Eligibility to accrue vacation begins with the first work day.
Sick Leave
Eligible employees accumulate up to 21 days of sick leave per year. Eligibility to accrue sick leave begins with the first work day, and there is no limitation on the amount of sick leave that may be accumulated.
Retirement Plan

The County observes 13 holidays per year (14 in an election year).
Deferred Compensation Plan
Eligible employees may participate in the Island Savings Plan (a deferred compensation plan as provided under Section 457 of the Internal Revenue Code.) This is a supplemental retirement savings plan that allows for the investment of tax-deferred contributions into a variety of investment options.
Flex Spending Plan
Eligible employees can also participate in the County’s Flexible Spending plan, a way to set aside a portion of pay, before taxes, to pay for qualifying dependent care or medical expenses.
Employee Assistance Program
The County also offers a voluntary assistance program which provides its employees and their family members with free professional and confidential assistance in overcoming personal and work related problems.
Training
The County provides its employees with a variety of up-to-date training opportunities (i.e., computer application, professional seminars, heavy equipment operation, administrative & clerical skills, personal safety, etc.) to help them increase their knowledge, gain new skills, and to be more satisfied and effective in their jobs.
Leave Sharing
The County’s leave sharing program allows employees to donate accumulated vacation leave credits to a qualified fellow employee who has a serious personal illness or injury.
