Job Summary
The Enterprise Director for Federal Funding Implementation will be responsible to ensure the successful alignment and implementation of state agencies’ efforts surrounding the recently passed federal Infrastructure Investment and Jobs Act (IIJA), CHIPS Act, Inflation Reduction Act, and related federal legislation. This position will lead cross-agency federal funding activities, ensuring effective communication across all agencies within state government and outside of state government.
This position is responsible to:
Five (5) years of work experience which must include a minimum of three (3) years at a supervisory or managerial level OR Bachelor’s degree in Public Policy, Public Administration, Economics, Business or a related field plus three (3) years of supervisory and managerial experience. Work experience must be focused in such areas as federal legislative and grantmaking processes, project management, strategic planning, governmental budgeting, and fiscal management (and practices).
Leadership: demonstrated management skills in developing and setting strategic direction, analyzing external environments; managing projects that involve coordinating the work of multiple state agencies; managing with a focus on continuous improvement; developing strong relationships and influencing leadership and decision makers; and driving effective collaboration with peers and stakeholders.
Technical: expert knowledge and experience in the areas of federal grant processes, budgeting, staff management, state and/or local government structures and operations; and Minnesota statutes and rules concerning management of state agencies, boards and commissions, and the legislative process.
Communications/Human Relations: superior oral and written skills to communicate complex concepts to and successfully interact, engage, and cultivate strong relationships with a diverse audience of internal and external customers, as well as various levels of management staff; ability to influence agency leadership and decision makers; and understanding of relationships to drive effective collaboration with peers and stakeholders.
Computer skills: proficiency in using Microsoft Office products including Word, PowerPoint, Outlook and Excel sufficient to manage program areas, communicate with customers; collect and analyze data, and format, review and edit documents.
Excellent judgement/emotional intelligence: Leadership skills sufficient to facilitate large- and small-group meetings of influential people; ability to coach, guide and coordinate discrete operations simultaneously with confidentiality that engenders trust and good judgment.
