OVERVIEW
The Site PSM Manager is responsible for designing, developing and implementing a management system that results in satisfaction of the 14 elements of OSHA’s PSM program for the ammonia and alcohol systems across the Murfreesboro site. The role would also have accountability for the site’s Fryer Safety Management (FSM) programs. The system should result in continual improvement of the program and a safe work place.
KEY ACCOUNTABILITIES
* Oversee the “Management of Change” procedure and include in the Process Safety Management binders and electronic file system. This process will require:
* Description of the change and its effects
* Updated operating procedures
* Updated Process Hazards Analysis
* Proper authorizations to effect the change
* Updated process safety information, such as revised flow diagrams, P&ID’s, inventory calculations, etc.
* Assigned Management of Change form numbers and logging forms
* Plan and facilitate pre-startup review meetings as required to review work permits, ammonia and alcohol system changes and management of change procedures. Retain and file all documents generated by the pre-startup safety review including the Management of Change form that initiated a new or significantly modified process.
* Plan and lead weekly PSM committee meetings with refrigeration, bulk logistics, production, and the evacuation monitors. Communicate all ammonia and alcohol related changes to all parties involved.
* Conduct PHA training (Process Hazard Analysis)
* Initiate and lead incident investigations of ammonia and alcohol leaks and all other ammonia/alcohol related concerns
* Audit PSM program, communicate audit results to plant Leadership Team, and follow up on determined plan of action
* Work with the Utilities Manager/Facilities Engineer to ensure all forms and files are completed
* Audit the refrigeration department (ammonia) and bulk department (alcohol), and communicate results, including when forms and or steps are required. Ensure action plans are followed up on, and track results
* Maintain and update all documentation regarding announcements or articles relating to ammonia refrigeration and alcohol PSM. This information will be retained for a minimum of five years
* Prepare and present PSM issues tracking report to the Environmental Manager. The report will contain any procedures and findings that need to be addressed
* Track all hourly and salaried employee safety related concerns about any aspect of the PSM program. The issues will be submitted in writing to the PSM Coordinator, and he/she will provide a written answer within 30 days of receipt. The statements and answers will be filed and the records retained for a minimum of five years.
* Record and file PSM meeting minutes including a complete list of attendees and Incident Investigation review
* Document and file all Process Safety Information (PSI)
* Assist the Utilities Manager/Environmental Manager in the completion of the 14 elements of the PSM program
* Ensure all Mechanical Integrity related PSM tasks (109 inspections, SCBA inspections, APR inspections, etc.) are completed and filed
* Ensure compliance with all necessary audits (5 year Mechanical Integrity Audit, 3 Year PSM Audt, 5 year PHA Revalidation, etc.)
* Complete semi-annual RMP (Risk Management Plan) review and ensure changes are documented and submitted to GSE within prescribed timeline
* Work to align existing PSM programs with incoming regulatory changes and company defined RAGAGEP and the GSE policy 235.1
* Lead the site’s Fryer Safety Management program and associated teams to ensure compliance with GSE policy 235.3 – Fryer Safety Management
* Further define and document RAGAGEP for new and existing covered processes and equipment
* Own program to provide and document technician training and development
MINIMUM QUALIFICATIONS
* High school diploma & 7+ years work (related technical) experience OR A.A.S. in a technical discipline (HVAC&R, electrical, mechanical) & 4+ years related work experience OR Bachelor’s degree in Engineering (mechanical or chemical) & 1+ year work experience OR Bachelor’s degree in Environmental or Civil Engineering & 2+ years work experience
* Mechanical ability and reasoning (knowledge of physical and mechanical principles)
* Verbal ability (spelling, grammar, ability to understand analogies and follow detailed written instructions)
* Numerical ability (basic math skills, interprets data presented in a text, graph or table form)
* Abstract reasoning (ability to identify the underlying logic of a pattern and then determine the solution)
* High degree of process rigor with experience with regulatory documentation and programs
* Computer literacy including use of Microsoft Office, Maximo, GSTEMS and SAP
* Knowledge of safe work practices (LOTO, confined space, hot work)
* Emergency planning and response
