Responsibilities
GovCIO is seeking a candidate for the position of Senior Program Manager (PgM) to support a large contract supporting the Department of Veterans Affairs. The PgM will be a hands-on leader who will be responsible for operational contract oversight and client delivery of various initiatives across a large Portfolio. The Program Manger will also participate in the development and implementation of the overall contract strategy. The candidate will also participate in the development of new teams, so strong experience in hiring, staffing, and managing a large pool of staff in a remote environment is important. The Program Manager will be responsible for client interactions and ensuring that all engagements are staffed with strong resources that produce quality deliverables against scope and schedule. The environment is dynamic and client needs are often evolving; flexibility and forward-thinking views are important for success.
Qualifications
- Experience drafting strategic vision for a large project or program
- Experience taking vague requirements and requests and delivering robust products, recommendations, and/or solutions
- Experience running all parts of contract operations including financial management, budgeting, resource management, and briefing status of contract efforts to executive leaders
- Experience developing requisitions, interviewing, staffing, and overall resource management
- Experience with program control, including development of controls used to manage performance, including cost, schedule, and staff management
- Experience managing a portfolio of projects and/or initiatives
- Strong analytical and investigation skills crafting solutions to challenging problems or issues
- Must be able to articulate expectations and hold staff accountable for cost, schedule and performance metrics
- Must have experience with diverse IT projects both large and small
- Must be able to identify and mitigate risks to the program
- Must be able to multi-task to serve as both manager and participant in projects
- Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations
- VA experience a plus
Required Skills and Experience
- Education Requirements: Master’s Degree or Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific / technical discipline
- Years of Experienced Required: 10+ (4 additional years can be substituted for Master’s or Bachelor’s Degree)
- Experience managing large teams in remote environments
- Experience managing all elements of contract operations
- Ability to work independently with minimal guidance and supervision
