Duties and Responsibilities
Provides management with the widest range of flexibility for providing comprehensive recruitment and staffing services, which have a variety of professional, technical, and administrative positions. Consults with program officials to determine and advise on staffing and recruitment needs and researches market trends to understand the complexity of staffing and equitable compensation.
Serves as a point of contact for new employees. Facilities New Employee Orientation (NEO) as it relates to the new hire policies and procedures outlined by the DCHR.
Facilitates and processes reassignments, transfers of function, and other related HR actions. Reviews all job analyses, promotion, and placement products, and promotion and referral certificates to ensure local requirements have been accurately considered; and performs external recruitment by developing multiple recruitment strategies utilizing such sources as veteran readjustment, reinstatement, and direct-hire appointment authorities.
Determines qualification requirements based on rules, regulations, and industry standards for a variety of positions. In many cases the incumbent handles specialized recruitment and resolves problems arising from filling entry level, highly specialized, hard to fill positions, and/or merit promotion actions involving high level or managerial jobs with specialized requirements.
As a representative of the District, assists with and attends recruitment activities including job fairs. Assists agency management with workforce planning initiatives; and assists agency HR Advisors in developing working relationships with representatives of colleges and universities, and other agencies and organizations.
Compares position descriptions with job postings and advertisements and in qualifying candidates for positions applied. Based on knowledge of District and other applicable rules and regulations, the incumbent advises applicants on employment and qualification requirements and advises management on appropriate staffing methods and sources available to fill positions, reviews backup documentation and makes suggestions for changes to managers.
Work Environment
Work is normally performed in an office environment, though incumbent may make occasional visits to various locations within the District of Columbia Metropolitan Area.
Education and Experience
At least one (1) year of specialized experience equivalent to the CS-11 grade level in the District of Columbia government service, or its non-District equivalent is required. Specialized experience is experience that has equipped the candidate with the knowledge, skills and abilities to successfully perform the work of the position that includes thorough knowledge of, and skill in applying, a wide range of human resources management (HRM) concepts, methods, principles, laws, policies, practices, and policies of recruitment and placement, along with analytical, and diagnostic methods and techniques sufficient to solve a wide range of complex, interrelated HRM problems and issues; OR an equivalent combination of education, experience and/or training.
Licensure/Certification and other requirements
The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
This position is not represented under a collective bargaining unit.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
