The Human Resources (HR) Specialist provides: (1.) Human Resource Management (HRM) services that strengthen individual and organizational performance, which enables the District government to attract, develop and retain a well-qualified, diverse workforce; (2.) Leadership, Strategic planning, and Direction for the agency; and (3.) consultation to the agency’s staff on human resource issues. The Human Resources Specialist is the initial HR point of contact for the agency and is responsible for: providing the full range of technical, assistance, guidance and advisory services to managerial, supervisory and nonsupervisory staff in the management of human resource activities for the agency; and resolving human resource and administrative issues/problems which he/she must provide the stimulus of resourceful leadership.
DUTIES AND RESPONSIBILITIES
Answers questions from management and agency personnel on human resources items/issues referring those to supervisor of a political or sensitive nature and those to the DC Department of Human Resources (DCHR) where DCHR has authority. Assists with establishing department goals and objectives. Determines priorities, develops plans, and sets performance standards relative to human resources activities, in consultation with manager. Prepares and issues staffing patterns and personnel status reports. Develops and implements human resources policies and procedures; prepares and maintains agency employee handbook and District and agency human resources policies and procedural manual(s). Monitors and evaluates routine operations and special activities for efficiency, effectiveness and compliance with policies and procedures recommending changes for improvement.
Ensures the accurate preparation and processing of a variety of human resource documents and ensures compliance with all applicable regulations, policies, rules, and requirements. Provides specialized human resource support to the agency, e.g., staffing; classification/compensation/performance evaluations; employee/labor relations; employee development/training; benefits; and/or human resource management or provides some or all of these in a generalist role to the agency or assigned area(s) of the agency, depending on assignment.
QUALIFICATIONS AND EDUCATION
Candidates must have at least one (1) year of specialized experience equivalent to at least the next lower grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
LICENSES AND CERIFICATIONS
Possession of a SPHR, PHR, IPMA-CP, IMPA-CS or equivalent professional human resource certification is preferred.
WORKING CONDITIONS/ENVIRONMENT
The work is sedentary; performed in an office that may require walking and standing in conjunction with travel to meetings and conferences away from the worksite.
