This position is located in the Division of Systems and Supports, K-12, which isresponsible for routinely administering $200+ million in federal grants, including grant programs under the Every Student Succeeds Act (ESSA), Individuals with Disabilities Education Act (IDEA), and the Scholarship and Opportunities for Results Act (SOAR). Currently, the division also administers an additional $600+ million in federal coronavirus relief and recovery grant funding, including Elementary and Secondary School Emergency Relief (ESSER) grants to local education agencies. The division leverages state and local regulatory and fiscal supports to ensure that schools and other educational settings transform their practices to maximize student learning – particularly for students most at risk. We do this work with an unwavering belief that, with the right systems and supports, all students can experience success in school and in life.
The Special Assistant will serve as central coordinator and strategic advisor on fiscal operations within the Division of Systems and Supports, K-12. This position will report directly to the Assistant Superintendent of Systems and Supports, K-12, and they will be responsible for divisional systems for budget development and maintenance, accounting, fiscal reporting, and risk mitigation.
Duties and Responsibilities
The Special Assistant will be responsible for planning, developing, and coordinating special assignments and projects. They will need to study, coordinate, and recommend resolutions of major short- and long-term management and operational problems. They will need to oversee and coordinate management projects, ensuring that projects are carried out in a timely manner, and in accordance with established policies and procedures. The incumbent in this position will need to develop and/or facilitate improvement projects with objectives and tasks; establish completion timelines, and monitor implementation. Additionally, they will need to troubleshoot, investigate, and provide recommendations on complex and politically sensitive issues and problems relative to services, activities, and initiatives of the administration and advise the administrator(s) on current activities and information that may affect the organization’s functions.
The incumbent in this position will also be responsible for conducting extensive research on best practices, policy issues, and resources to guide and inform on the development of major projects. They will need to conduct research and fact-finding investigations; analyze, interpret, and document projects. Personally, handle complex management, administrative and operational problems that are presented to the Administrator on a day-to-day basis, some of which may be of a sensitive and confidential nature. Support the Administrator in the assessment of management and administrative issues that may surface. Assist with developing, recommending and implementing policies for corrective actions as necessary to remedy deficiencies.
Qualifications and Education
The applicant must possess at least one (1) year of specialized experience equivalent to the next lower grade level CS-13 in the normal line of progression. Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work in which incumbent has conducted research, budget development, analyzed problems to identify significant factors, gathered related data, and recognize and recommend solutions.
Bachelor’s degree in a related field preferred.

Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation: This position has been designated as emergency and acceptance of this offer confirms you agree to adhere to the policies in sections 1271 and 1274 of DPM Chapter 12, regarding Emergency employees. As an emergency employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations. You may be required to perform other duties outside of your position description during a period of a declared emergency (such as manual labor, shelter services, etc.).
Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
