The incumbent serves as reviewer of plans (Plans Reviewer), supporting all aspects of the DCRA Permitting Program, including program development, program maintenance, and plan review processes.
Duties and Responsibilities
Supports all aspects of the DCRA Permitting Program, including program development, program maintenance, and plan review. Conducts plan reviews of projects submitted, drawings, specs, and other construction documents of projects for compliance, as applicable, with the International Code Council (ICC) manually and/or electronically. Prepares reports of non-compliant items discovered during review of plans for supervisory review. Maintains records of approvals and prepares monthly and weekly plan review reports and other administrative reports; coordinates activities with other affected departmental representatives and/ or agencies, as appropriate. Effectively communicates the results of the plan review to the owner of the project, his/her engineer and/or the contractor.
Advises applicants of changes needed in drawings so that the proposed construction will satisfy the requirements of the International Code Council. Provides quality customer service to permit applicants relating to the processing of plans and documents related to the review process. Provides expert technical assistance to design professionals, contractors, other District agency representatives and the general public regulators. Assists with the delivery of seminars and training sessions for DCRA staff, other District government agency staff involved in construction and economic development, the D.C. building industry members, advocates and the general public. Recommends changes, clarifications and/or updates to the existing codes, regulations, and permitting processes based on expert knowledge and feedback from interaction with local and national building professionals as well as other agencies. Performs outreach activities, including engagement with other industry groups, non- governmental organizations (NGOs) and other organizations
Qualifications and Education
Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
Licenses and Certifications
Must possess one of the following:
Structural: Building Plans Examiner/Reviewer and Accessibility
Electrical: Electrical Plan Examiner/Reviewer and Accessibility
Mechanical: Mechanical and Plumbing Plans Examiner/Reviewer and Accessibility
Residential: Plans Examiner/Reviewer and Accessibility
Working Conditions/Environment
Work is predominately sedentary; however, some visits to construction sites may be necessary after initial review. Additionally, some bending, lifting and stooping may be required.

Collective Bargaining Unit (Union): This position is covered under a collective bargaining unit represented by AFGE 2725 and you may be required to pay an agency service fee through direct payroll deduction.
