Represents the company in negotiations, various resolution processes, and other relationships with employee organizations; provides technical advice to executives, department managers and employees regarding the interpretation and implementation of various laws and agreements affecting terms and conditions of employment; trains and supervises the work of assigned staff; has ultimate responsibility for the labor relations activities of the company and performs other related duties as required.
– Represent management in all aspects with employee organizations and the public.
– Interpret and explain provisions of salary and benefits resolutions as applicable and other laws and legal documents affecting terms and conditions of employment to executives, managers, supervisors, and employees; provide them with advice and training in employee relations matters, and in handling supervisory problems and employee grievances;
– Develop and conduct training for executives, managers and supervisors as well as information on wages, benefits, working conditions, and other terms and conditions of employment, in order to determine cost and policy implications; draft language for proposals and agreements;
– Coordinates and consults with owner regarding payroll issues.
– Participates in or coordinates with other executives and department leadership in areas relating to strategic planning for optimal organizational growth.
– Represent management position in hearings, legal settings and arbitration; advocate management’s position in disputes with employee groups.
– Interpret and explain provisions of salary and benefits resolutions, Fair Labor Standards Act, and other laws and legal documents affecting terms and conditions of employment to managers, supervisors, and employees.
– Provide executives and managers with advice and training in employee relations matters, and in handling supervisory problems and employee grievances; develop and conduct training for all leadership on employee relations matters.
– Make recommendations regarding human resources policies and procedures, salaries, and other compensation issues.
– Plan and supervise the work of administrative staff; administer human resources management programs, including position control.
– Prepare a variety of written documents and reports; make group presentations; establish and maintain working relationships with the public, representatives of other organizations and agencies and service providers; demonstrate tact and courtesy in politically sensitive situations; work with people of diverse socioeconomic and ethnic backgrounds, and with special interests; interview applicants and agency representatives; negotiate contracts and wages; prepare and monitor budgets.
Minimum Qualifications
– Five years of management experience in human resource or social service program planning, development, evaluation, management and fiscal analysis; or, equivalent combination of training, education and experience that would provide the required knowledge and abilities.
– Strong knowledge of State and Federal employment laws, FLSA, OSHA regulations as they relate to the industry;
– Human Resources management principles and practices; program administration; human resources information systems (HRIS)
– Strong verbal and written communication skills are required with emphasis on negotiation and bargaining.
– SHRM or PHR certification preferred.

Understand, interpret, and apply appropriate provisions of applicable laws, ordinances, policies, rules, regulations, and memoranda of understanding; collect and analyze information; project consequences and financial costs of proposed actions, and make and support recommendations and positions; develop a course of action that will achieve the objectives of the company; exercise independent judgment; establish and maintain working relationships with a variety of individuals and groups; use tact and persuasion under pressure in extremely controversial and confrontational situations; prioritize and organize multiple activities; prepare written agreements and reports.
Relationships
This position works directly with and for all levels of executive leadership and corporate owners and has direct contact with individuals receiving services, their families, and community partners. The HRM must demonstrate willingness and an interest in, and empathy for individuals with developmental disabilities.
