HJF is seeking a Director, Center Operations to support the Infectious Disease Clinical Research Program (IDCRP) located at the IDCRP Offices located at 6720A Rockledge Dr. Bethesda, Maryland. HJF provides scientific, technical, and programmatic support services to IDCRP. As a senior member of the leadership team, the incumbent will be responsible for planning and executing the financial, operational, and personnel actions of the Infectious Disease Clinical Research Program (IDCRP).

Financial management: the incumbent will prepare budgets, administer funds & track burn rates, review & approve contracts to ensure fiscal compliance, approve expenditures, and work with other components to secure funding.

Operational management: the incumbent will develop an execution plan that aligns with IDCRP’s strategic vision and ensure optimal resource allocation across sites and functions.

Personnel management: the incumbent will determine staffing requirements, support recruitment/onboarding, oversee the implementation of human resources policies & procedures, establish a healthy & safe work environment, implement a performance management process, and coach/mentor staff as appropriate to improve performance.

Runs a defined but complex research activity characterized by greater than $5M in annual funding and multisite operations/studies. Oversees the entire portfolio of projects under a named Center or Program across operational, financial, and personnel pillars.

Responsibilities:

• Business Process Optimization & Change Management – prioritize needs and implement program-wide management processes, tools, and training to support growing consortium team and program needs. Specific tasks include developing and implementing regular ing tools and s for use by the Program Management and Finance team, IDCRP leadership, and study teams to plan establish, monitor and adjust (as needed) budgetary, staffing, and other resourcing requirements. Supervises the Program Operations and Finance team and Research Support Group to execute central coordination of logistical clinical research operations activities to facilitate protocol initiation and execution across the Program network. Maintains close coordination with study Principal Investigators, Clinical Research Managers, and clinical study site teams to ensure appropriate financial, staffing, administrative, and other required resources are planned for and provided to support timely execution of protocol milestones and enhance the efficiency of protocol execution.
• Technology Management & Integration – drive technical and process improvements to foster better collaboration, communication, and results. Assess technology needs and drive decisions and implementation
• Implementation Management – lead management functions to build strong partnerships and drive results, including management of HJF direct services and sub-awards, including progress, budgets, spending, issue-resolution, and agreement revisions to ensure that HJF provides outstanding service.
• Human Capital – Supervise staff as needed, including other Program Managers. This includes orienting and developing, helping prioritize efforts and escalating issues as needed, and providing professional development and performance management. Ensures the team accomplishes operations and financial duties, tasks, and ing requirements (status s to IDCRP leadership and investigative teams and required s to funding sponsors) on time to achieve programmatic and clinical research protocol objectives. Provides supervisees with mentorship and professional training opportunities. Responsible for ensuring execution of personnel actions as advised by IDCRP Directors, including hiring, promotion, pay, work hours, and disciplinary actions.
• Finance, Budgeting, and Accounting: Develops Center/Program financial plans to ensure goals are met both at the award level and for the Center as a whole.
• Space management, contracts, and purchasing Manages procurement, contracting and other resource allocation requirements to ensure operational plans/objectives are met
• May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role.

Required Knowledge, Skills and Abilities:

• Demonstrated ability to lead complex programs with multiple collaborating organizations
• Demonstrated ability to facilitate discussions of complicated, multi-faceted issues and clearly communicate the decisions, implications and actions
• Ability to understand high-level mission/objectives and translate them into specific plans and actions
• Ability to understand complicated technical and scientific issues and communicate them in easy to understand ways
• Ability to develop business and functional requirements for information systems/technology
• Exceptional team-building and interpersonal skills
• Outstanding skills in Excel and project management tools
• Experience with multiple sectors (government, non-profit and corporate) preferred
• Experience with process reengineering/improvement preferred.

Minimum Education: Master’s degree required.

Minimum Experience/Training Requirements: A minimum of 15+ years of experience is required.

Supervisory Responsibilities: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and direct work activities.

Work Environment: Office Environment.

Work Arrangement: This is a hybrid work environment with the flexibility to telework 2-3 days per week.

Background/Security: Eligibility to obtain and maintain a Tier I investigation/Public Trust and a Common Access Card (CAC).
