SUMMARY: Champions the continuous enhancement of the organization’s human capital by planning, implementing, and evaluating employee relations and human resource policies, programs, and practices. Leads human resource activities such as employment, compensation, employee relations, benefits, training, HRIS, risk mitigation, Safety/Workers Compensation and payroll by performing the following duties personally or through subordinates.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
1. Fosters strong employee engagement and individual success by establishing and participating in recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and supporting department-level onboarding and orientation; conducting and analyzing exit interviews; implementing improvements.
2. Partners with POA executive management team to continuously evaluate organizational structure, job requirements, and job descriptions for the best alignment to achieve enterprise goals.
3. Encourages a culture of innovation and continuous learning by recommending and delivering comprehensive employee training programs.
4. Leads the organization in utilizing safe practices through participation on the safety committee and by recommending function-specific safety training programs.
5. Researches and analyzes wage and salary reports and data to determine competitive compensation plan; understanding that HSVPOA is a hybrid entity comprising both governmental, municipal, and for-profit characteristics.
6. Recommends and administers classification, payroll, benefits and performance appraisal systems.
7. Organizes annual evaluations, personnel grades, and salary structure systems.
8. Administrates worker’s compensation claims and self-insurance system and monitors unemployment claims and documentation.
9. Advises executive management and coaches supervisors on existing human resource policies, federal and state regulations, compensation, benefits, and best practices; making recommendations on needed changes or improvements.
10. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies; remaining current and knowledgeable of all State and Federal employment laws and regulations.
11. Meets all requirements of government reporting, i.e. OSHA, EEOC, ERISA, Form 5500s, Form 1095s., etc.
12. Oversees the analysis, maintenance, and communication records required by law or local governing bodies, or other departments in the organization meeting all deadlines.
13. Consults legal counsel to ensure that policies comply with federal and state law. Coordinates with attorneys POA’s position on hearings, charges related to employment practices and human resource lawsuits.
14. Develops and maintains a human resource system that meets top management information needs.
15. Studies legislation and arbitration decisions to assess industry trends.
16. Responsible for securing and retaining all payroll records, personnel files, employment payroll tax documents, quarterly reports and tax deposits through ADP Workforce Now (HRIS).
17. Writes and delivers presentations to employees, supervisors and board members regarding human resources policies and practices.
18. May be required to drive Property Owners’ Association (POA) vehicle or personal vehicle while conducting POA business.
19. Regular and timely attendance is required.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Human Resource Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Bachelor’s degree from a four-year college or university and at least six years of relevant experience including three or more years in a supervisory capacity. Master’s Degree and HR Certifications (PHR, SPHR) desired. Must have experience utilizing ADP HRIS software.
LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, employees, property owners, and the general public.
MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. The basic knowledge of mathematical concepts of probability and statistical inference.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS: Requires a valid Arkansas driver’s license and clean driving record with proof of liability insurance. SHRM or HRCI Certification preferred.
