Provides para-professional level human resources assistance, services, and guidance. May be assigned primary duties relating to benefits, recruitment, training and/or general HR administration.

ADDITIONAL DUTIES. Other related duties as assigned.
Education. High school diploma or equivalent. A Bachelor’s degree from an accredited university in Human Resources Management, Business Administration, Behavioral Science or related field may be substituted for work experience.
Experience. Three (3) years of full-time experience in human resources, payroll and/or benefits position. Must have a strong working knowledge of computer software such as payroll and/or accounting, spreadsheets and word processing.
Education/Experience substitution.
Licenses/Certifications. Certification as a Professional in Human Resources (PHR) preferred.
Other. (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.).
Knowledge, Skills, and Abilities Required By The Position:
Must have knowledge of the contemporary principles and practices of human resource/personnel management including recruitment and selection and job classification and compensation and employer/employee relations; pertinent federal, state, employment, labor, wage, hour, and local laws, codes and regulations specific to area of primary responsibility; business English, spelling, grammar, punctuation and basic arithmetic. Must have ability to maintain strict confidentiality.
Must be able to use independent judgment in various situations; communicate effectively in English, orally and in writing, with elected county officials, department heads, employees and the general public; research problems, analyze data and prepare thorough investigative and other written reports using proper punctuation, grammar and spelling; readily apply the personnel ordinance to a situation, analyze and make recommendations for resolutions to technical personnel problems; establish and maintain effective and cooperative working relationships with others.
