About the Department
The Human Resources Department consist of a Human Resources Director, two Senior Human Resource Analysts, one Human Resources Specialist, and a one seasonal Human Resources support staff member. The team provides the following services: recruitment and selection/onboarding, personnel transactions, employee engagement, employee and labor relations, workers’ compensation, classification and compensation, benefits administration, organizational training and development, general liability, policy writing and interpretation, and records management. The Human Resources Department is continuously researching, learning, developing, and delivering innovative results-oriented service, policies, and systems to our staff and community. About Pittsburg
The City of Pittsburg is a culturally rich and diverse community of over 76,000 residents and expected to grow to 90,000 in the next 20 years. Pittsburg is located in the Bay Area Region of Northern California and is perfectly situated for easy access to San Francisco, Napa Valley, Sacramento, the foothills of the Sierra Nevada Mountains, and Lake Tahoe. Pittsburg City Hall is also conveniently located a short walk from the Pittsburg Center Station of the Bay Area Rapid Transit System (BART), making a commute from cities throughout the Bay Area very easy. Pittsburg has waterfront homes, a performing arts theater, a variety of seasonal events, an extensive park system, a large public-school system, and a variety of shopping centers. The recently renovated Marina is also an ideal place to visit and is located within steps of the Old Town shopping district and downtown living, with nearly 600 boat slips, a free public boat launch, fuel dock, café, bait shop, and the Pittsburg Yacht Club. Pittsburg has featured such events as the Seafood and Music Festival, car shows, movies in the park, kayaking, and fishing derbies. The City of Pittsburg is a full-service city following the council-manager form of government. The City has approximately 300 full time employees and at times, up to 400 employees total (depending on the season). Pittsburg is currently organized into the following departments: City Management, Community and Economic Development (Building, Economic Development, Code Enforcement, and Planning), Community Services (Housing Authority, Pittsburg Power Company, and the Successor Agency to the former Redevelopment Agency, CDBG/Housing Rehabilitation, Environmental Services, Waterfront Administration, and Property Management), Recreation, Human Resources, Finance, Police, and Public Works (Engineering, Operations/Maintenance, Utilities, Facilities, Parks, and Water Treatment). Fire Protection services are provided by the Contra Costa County Consolidated Fire Department. Pittsburg’s total budget for FY 22/23 is $225.9 million and a General Fund budget of $51.3 million.
Duties include, but are not limited to:
• Responds to inquires from the public and employees regarding recruitment, salary and benefit information, policies and procedures, employment verification and other human resources issues.
• Assists in a variety of recruitment activities; prepares job bulletins, advertisements, and recruitment information as directed; develops and makes logistical arrangements for oral, written, and performance tests; administers tests; notifies applicants of interviews/test results; updates related recruitment files and databases.
• Assists professional staff in gathering and verifying data; responds to inquiries over the phone and in person; completes salary survey questionnaires.
• Assists in the administration of the City’s benefit programs.
• Explains City employment policies and procedures; conducts new employee orientations and out-processes procedures as necessary; prepares necessary documents.
• Organizes open enrollment and deferred compensation meetings.
• Prepares separation packets for employees.
• Organizes employee wellness activities (e.g., blood drives).
• Audits a random selection of payroll checks each pay period for accuracy.
• Prepares correspondence to employees and retirees regarding health plan changes/premiums and provides ongoing assistance to them regarding benefit changes and also responsible for retiree medical spreadsheet maintenance.
• Completes employer’s workers’ compensation claim 5020 reports to Municipal Pooling Authority, copies and distributes in accordance with established department procedures, posts prepared information, and updates and maintains claims log.
• Administers and monitors the COBRA benefit program.
• Maintains employee and retiree benefit files.
• Administers the City’s California Department of Motor Vehicles (DMV) pull notice and DOT drug and alcohol testing programs.
• Maintains database and sends reminders to departments relative to employee performance evaluations, merit salary considerations, expiration of permits and licenses, and other routine queries or reports.
• Updates and maintains a variety of lists, such as classification specifications and salary schedule.
• Prepares and pays monthly benefit insurance premiums, such as medical plans, life insurance plans, and disability insurance plans.
• Prepares and distributes yearly benefit statements to employees.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
Qualifications
Experience/Education: Qualified applicants must possess an Associate of Arts degree with course work in public or business administration, personnel practices, or related field supplemented by four years of administrative support work including one year performing work related to personnel administration.
Experience for Education: Experience performing the same/similar work may be substituted on a year-for-year basis for the Associates of Arts degree.
License: Possession of, or ability to obtain, a valid Class C California driver’s license and proof of auto liability insurance is required.
