Independently performs the processing of a wide range of substantive clerical transactions together with assignments of a technical nature in one or more functional areas of the human resource program; may supervise lower level clerical personnel; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from the Human Resource Technician II in that the Human Resource Technician I independently performs a wide variety of substantive clerical transactions together with assignments of a technical nature in one or more functional areas of the human resource program; whereas, the Human Resource Technician II is primarily responsible to independently certify human resource and pay transactions for and on behalf of the Director of Personnel Services and assists in the maintenance and modification of the integrated Human Resource/Payroll Information System.
The following are examples of duties. The omission of specific duty statements does not preclude management from assigning such duties if such duties are a logical assignment for that position.
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and four (4) years of clerical experience, two (2) of which shall have been in personnel work in a governmental agency.
License Requirement: None.
Knowledge of: basic principles and practices of human resource administration; civil service laws, rules and regulations, ordinances, the various collective bargaining agreements, policies and procedures; basic merit system philosophy; data gathering and computational techniques; use of office machines; use of a variety of personal computer software applications.
Ability to: understand, interpret, and explain civil service laws, various collective bargaining agreements, rules and regulations, policies and procedures; select appropriate guidelines and use sound judgment in making decisions; make arithmetic computations; operate a personal computer and maneuver in different software applications; give and follow oral and written instructions; deal tactfully and effectively with the public and employees; supervise the work of others.

Vacation
Eligible employees earn up to 21 days of vacation per year, with a maximum year-to-year carry over of 90 days. Eligibility to accrue vacation begins with the first work day.
Sick Leave
Eligible employees accumulate up to 21 days of sick leave per year. Eligibility to accrue sick leave begins with the first work day, and there is no limitation on the amount of sick leave that may be accumulated.
Retirement Plan

Eligible employees may participate in the Island Savings Plan (a deferred compensation plan as provided under Section 457 of the Internal Revenue Code.) This is a supplemental retirement savings plan that allows for the investment of tax-deferred contributions into a variety of investment options.
Flex Spending Plan
Eligible employees can also participate in the County’s Flexible Spending plan, a way to set aside a portion of pay, before taxes, to pay for qualifying dependent care or medical expenses.
Employee Assistance Program
The County also offers a voluntary assistance program which provides its employees and their family members with free professional and confidential assistance in overcoming personal and work related problems.
Training
The County provides its employees with a variety of up-to-date training opportunities (i.e., computer application, professional seminars, heavy equipment operation, administrative & clerical skills, personal safety, etc.) to help them increase their knowledge, gain new skills, and to be more satisfied and effective in their jobs.
Leave Sharing
The County’s leave sharing program allows employees to donate accumulated vacation leave credits to a qualified fellow employee who has a serious personal illness or injury.
