Job Title: Human Resources Director
Reports To: CEO
Direct Reports: Human Resources Generalist
Imperial Beach Community Clinic (IBCC) is a (Federally Qualified Health Center). Our health centers provide primary care, pediatrics, women’s health, dental, behavioral health, nutrition, podiatry, substance abuse, HIV/STD testing, as well as outreach services to every member of the community, regardless of life situation(s) or ability to pay.
IBCC is seeking an onsite Human Resources Director who can give advice and problem solve for the organization in the area of Human Resources including issues such as Worker’s Compensation, Benefits, Recruiting, Employment Contracts and Compensation, Employee Relations, Organizational Development and Training, Occupational Safety, Compliance, Equal Opportunity, and Affirmative Action and the Americans with Disabilities Act.
Qualifications:
Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.Knowledge of FQHC, Federal, State, mid Local laws and ordinances governing personnel activities. Certification in SHRM/PHR and/or Human Resources is preferred.
Experience: Human Resources background with broad knowledge of payroll, employment, benefits, compensation, organizational planning, employee relations, performance management, and staff and leadership development.

Skills: Ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with applicants, employees, officials, labor unions and the public; ability to maintain confidential and sensitive information. Ability to listen and ascertain the needs of customers; ability to find and communicate accurate information concerning process, policies, and procedures to customers; ability to respond to customers tactfully and courteously. Skill in handling hostile, conflict, and uncertain situations. Skill in handling multiple tasks and prioritizing. Ability to work with frequent interruptions and changes in priorities.
Physical and Mental Requirements: Work involves walking, talking, hearing, using hands to handle, feel or operate objects, tools, or controls, and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The employee may be required to push, pull, lift, and/or carry up to 20 pounds. The noise level in the work environment is usually moderately quiet.
