Purpose of the job:

To lead the future strategic direction of the Logistics Procurement category (warehousing & terminaling, marine, rail, road, packaging) for Oligomers and the day to day for NAM and as a member of the Procurement Leadership team to have full accountability and leadership for all the logistics procurement activity.

Environment/Context:

The Oligomers division is growing organically by having recently added one world scale LAO and PAO plant in the USCG increasing production capacity by close to 50% to 1.6 million tons. This will increase total spend for the business especially in NAM and will require a more global and strategic approach in terms of logistics procurement. In addition, the business is continuing to grow and expand with new projects on the horizon.

• Diversity of Logistics Markets / suppliers being Ship Owners (vessel and barging), Freight Forwarders, Container shipping companies, Road Carriers, Rail transport companies, Storage and Terminal Owners, Reconditioning companies
• National and International legislation related to transport of chemicals and individual government policies.
• The extensive and varied service requirements of the large number of Oligomers customers
• Global trade flows and the managing of the supply based on variations of these
• Market changes in the shipping, storage, road and rail transport services and packaging industries.
• Understanding the needs of the numerous suppliers and trade bodies and development in Supply Chain
• Internal and External Procurement Networks
• Develop and manage relationships with senior/executive level management of suppliers, service providers and governmental/non-governmental agencies to better position the team for favourable contractual outcomes, to influence policy making and to stay abreast of forthcoming changes that could impact Oligomers’ business decisions.

Key Internal Influences:

• This role is responsible for working with Oligomers logistics operations teams at the various Oligomers offices/sites and the Commercial Managers and Market Managers. Aim is to globally optimize the supply chain and procurement of Oligomers logistics and leverage buying power within the business unit and with other INEOS business units.
• This role manages a wide scope of procurement activity for all Oligomers sites. Procurement activity must operate within the quality, volume and timing constraints of the business and the manufacturing sites. Alignment with critical internal interfaces (Supply Chain, SHE, Production Planning, Operations, Plant Logistics, Business, FC&A). Procurement activity must ensure SHE and regulatory compliance and security of supply, while minimizing cost and creating business value.
• The jobholder coordinates activities for the multiple sites but works remotely from the sites.

Responsibilities and Accountabilities

Accountability 1: Logistics Procurement NAM

Accountable for procurement of transport (marine, rail, road) and storage services to enable optimizing the supply chain for Oligomers. Directly responsible for all logistic procurement activities in the NAM region including Canada.

Most important activities:

• Ensure alignment with critical interfaces (Supply Chain, SHE, Production Planning, Operations, Plant Logistics, Business, FC&A) to meet operating plan for business, including commitment to customers
• Develop commercially advantaged contracts that are market informed and aligned with business needs
• Develop and maintain deep knowledge of supplier markets (strategies, options, cost, etc.)
• Identify and coordinate/partner with other INEOS businesses to leverage volume, reduce cost and capitalize on synergies
• Work with internal customers and suppliers to identify and execute opportunities to reduce Working Capital

Accountability 2: Global logistics optimization

• Accountable for global logistics procurement activity including Europe and Asia and more specific for procurement categories where a global approach with vendors is needed such as marine and storage. This will increase transparency and buying leverage.
• Act as Global Coordinator for all the regions including Europe and Asia to ensure global logistics procurement is fully optimized particularly in categories such as storage, marine and other categories where a global procurement approach with vendors is needed. These categories make up 50% of the global spend.
• By product line work with supply chain team and the market managers to analyse, identify and implement global logistics optimization programs by category of logistics spend with focus on warehousing & terminalling and marine freight (vessel, isotanks). Develop a clear view of the long-term supply/demand fundamentals and how this might influence the long-term business strategy for the Oligomers business.
• Provide assistance to the Asian commercial team in further developing their logistics infrastructure in the region (storage hubs in Singapore and Korea)

Accountability 3: Global Logistics Strategy

• Develop and implement long term global procurement strategy for the acquisition of logistics services (marine, rail, trucks, terminals, containers).
• By product line understand future state of the business over the next five years and analyse and develop logistics needs

Accountability 4: Infrastructure

• Drive a range of infrastructure projects / issues at each of the Oligomers manufacturing locations to facilitate logistics procurement strategies.
• Options must be developed and reviewed with the sites and Oligomers Board and selected for implementation.
• If any of the selected options are capital intensive, outside partners (e.g., pipeline companies, bulk storage), negotiate long term contracts with those partners (up to 20 years).

Accountability 5: Procurement Excellence

• Ensure procurement practices and procedures are properly implemented including but not limited to supply management strategy including spend management, demand management, category strategy and supplier evaluation, contract and cost management and procure to pay process

Skills & Knowledge Required

Education/Experience

• Bachelor’s degree in Logistics preferred
• 10+ years in the Chemical/Refining industry, encompassing a broad set of experiences (including several of the following functional areas: Manufacturing, Procurement, Commercial, Logistics and Supply Chain Management, Business Management, Sales & Marketing)
• Strong knowledge of shipping/rail/road industry, International shipping law, operations and appropriate global petrochemicals trade flows and knowledge of transport industry.
• Experience with SAP Materials Management Module
