The Fab Construction Enterprise (FCE) Strategic Workforce Planning Program Manager is responsible for establishing and driving a framework for effective resource utilization, planning, and allocation for the FCE organization, reporting to the Business Operations Group. An imperative is to translate Intel’s space strategy into a strategic workforce plan for FCE to deliver the talent to fuel Intel’s IDM2.0 vision.
The person performing this role will work closely with FCE Staff to drive improved visibility to resource gaps, workforce mobilization and allocations that inform staffing decisions to effectively deliver to project needs.
This is an Intel Contract Employee (ICE) position and relocation assistance will not be provided.
As an Strategic Workforce Planning Program Manager your responsibilities will include but are not limited to:
Define a program for FCE strategic workforce planning that will lead to effective and efficient utilization of team members across both sustaining and program efforts for a global organization.
Work closely with FCE groups (Engineering, Finance, Tool Install, etc..) to understand current resourcing models/capabilities and define a standardized view that can be leveraged across the organization.
Implement and regularly update an end-to-end workforce planning process, including design, plan, and deployment of workforce strategy with relevant tools and frameworks.
Develop and maintain reporting capabilities that provide visibility to resource allocation and bandwidth; mature reporting capabilities in forward-looking forecasting analysis, both short and long term.
Review resource allocation with people leaders to identify opportunities for assignment and/or areas of over-allocation; establish cadence and forum for review and governance; partner with people leaders to identify and mitigate capacity gaps.
Provide the framework to support leaders in the development of staffing plans and requirements to deliver key initiatives.
Establish resource utilization metrics and action plans that can proactively mitigate execution risks across the project portfolio.
Develop a process to leverage resource planning as an input to the annual budgeting process and learning and development strategies.
Mature model to include the creation of and mapping to skills inventory to support strategic workforce planning and inform learning and development strategies
Leverage internal and external data, trends, analytics, and insights to assess local and global talent gaps, forecast resource needs, and model future scenarios to accurately identify and prioritize talent risks and opportunities.
Understand the strategies of our business and the impact on workforce changes to identify talent needs for the future and establish a strategy to ensure the right mix of talent, technologies, and employment models to reach Intel’s vision.
Provide thought-leadership in partnership with HR and business leaders to proactively identify the critical workforce requirements necessary to execute strategic business plans.
Develop and implement an overall strategic workforce planning roadmap which effectively aligns industry best practices with the current talent position.
Lead and facilitate workforce planning initiatives including, but not limited to, critical role/capability identification, environmental scanning, gap analysis, risk analysis, and action planning.

Oral and written communication skills, including the skills to organize and present information in a clear and concise way to a variety of audiences is required.

Qualifications
You must possess the below minimum qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates. Position not eligible for Intel immigration sponsorship.
Minimum Qualifications:
The candidate must possess a Bachelor’s degree in Business Administration, Computer Science, Finance or related field of study with 6+ years Program/project management experience in one of the following:
Business Operations Management or equivalent roles.
Planning, budgeting, resource allocation.
Strategic workforce planning and resource management.
Preferred Qualifications:
Familiarity with advanced data integration/transformation workflow tools is an advantage.
Analytical and data visualization skills.
Strategic Workforce Planning background.

$52,000.00-$200,000.00
