The Iowa Department of Transportation (DOT) is seeking a servant leader who has integrity, is customer oriented, values safety, and is ready to put people first.
This position will join the Iowa Department of Transportation s Leadership Team serving as the Director of the Procurement and Distribution Bureau. In this position you will foster growth and support for your reporting team through the DOT s five CORE values: Safety First, People Matter, Customer Focused, Servant Leadership and Integrity Without Exception.

You will be responsible for support of the department s business plan by leading your team in setting quarterly and annual goals. Additionally, you will have the opportunity to define the job duties of your employees, determine how to measure team success, hire new team members, guide and counsel them in the performance of their job, and provide them with annual feedback on their performance.
Also, you will be tasked with managing the functions of procurement, inventory, and warehouse operations, including distribution, in support of the DOT s Core Focus.

These responsibilities include:
Procurement – Oversee approximately $100 Million in purchasing and contracts administered annually, ensuring the needs of our customers are met in a timely manner. Additionally, the position is responsible for strategically determining the most affective purchasing methods are used in order to maximize efficiency and agency buying power. Also, the incumbent will have responsibility for the development of procurement procedures and policies as well as ensuring procurement is in accordance with the Iowa Code and Administrative rules.
Warehouse, Distribution, & Inventory – Oversee the materials inventory, valued at approximately $7 Million, and distribution center. Ensure the warehouse inventory items meet the needs of our customers and are delivered timely. The successful incumbent will also need to work with the Customer Service Coordinator, Warehouse Manager, and customers to ensure satisfaction with stocked items, adequate stock levels are maintained, and pricing is appropriate. Work with the Warehouse Manager to oversee the distribution system to ensure routes are optimized, deliveries are made timely, and issues are resolved.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
