IT Concepts is looking for a qualified HR Specialist (Level I) to support our USAID customer. The HR Specialist I will be responsible for responsible for recruitment, utilization, and management of Foreign Service Personnel worldwide to ensure that the Agency maintains a competent core workforce. This position is located within the Foreign Service Limited team. The HR Specialist I will work with the Team Lead, HR Specialists, and HR Assistants with the staffing of Foreign Service Personnel in an assigned geographical and/or pillar bureau(s). This position will report directly to Team Lead, FSL.
Responsibilities:
As an HR Specialist for our federal sector client in the Human Capital group, you will:
- Personnel Action Processing, Human Resources Management.
- Scan documents into eOPF; counsel employees regarding benefits and allowances, conduct entrance on duty sessions.
- Provide guidance with researching and validating nature of action processing codes and legal authorities to process personnel actions.
- Review, code, and update personnel actions in automated personnel data systems.
- Provide technical guidance and on the application of a variety of complex, laws, regulations, directives, procedures, and local policies relating to legal authorities for processing personnel transactions.
- Administer all aspects of correction and cancellation of personnel actions.
Location: Position is operating in a hybrid working environment with two days remote and three days onsite at the USAID HQ in Washington, DC.
Requirements
- 4+ years of federal sector human resource (HR) and personnel processing (PAR) experience or relevant work experience
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
- Processing personnel action using Human Resources systems
- Good oral and written communication skills to conduct entrance on duty sessions as well as provide counsel to employees regarding benefits and allowances and participating in preparing reports and briefings outlining findings and recommendations
- Must be dependable, able to follow instructions, respond to management direction, and must be able to improve performance through management feedback
- Must be able to multi-task and prioritize, good organization skills and displays initiative. Meet regularly with other HR staff of assigned organization components to coordinate ongoing transactions processing and requests.
- Preparing or updating employment records related to hiring, transferring, promoting, and terminating.
- Explaining human resources policies, procedures, laws, and standards to new and existing employees.
- Participating in research and analysis of applicable laws, regulations, polices, and procedures to prepare guidance and recommendation for use by other HR staff and management officials in the administration of Human Resources Programs.
- Working with other HR specialists and assistants in identifying potential program initiatives or special projects that could improve the processing timeliness, solve problems, or enhance program effectiveness.
- Identifying problems with automated personnel data systems and propose appropriate corrective actions.
- Must be able to obtain and maintain the required client Facility Access
- Ability to travel for work onsite in Washington, DC three days per week
- Bachelor’s degree
Preferred:
- Professional services or federal consulting experience
- Experience with customer service and problem solving
- Ability to use Excel to understand data insights, trends, and create visualizations to convey insights
- Ability to demonstrate how improvements have been suggested and implemented in previous roles due to idea generation/observation of inefficiencies
- Ability to document the root cause of an issue, course of action taken, and final resolution in a clear and concise manner
Clearance:
- Must be able to get and maintain USAID Suitability- Public Trust or Higher.
- Must be US Citizen residing in the United States.
