We are looking for a Human Resource Manager to join our leadership team. The successful candidate will be an integral member of management and have the autonomy to implement/update employee policies, programs, and initiatives.
Since this is a newly added role, we are looking for candidates who are passionate about and have experience with building an HR practice, preferably for a non-profit or not-for profit organization.
Below is a summary of responsibilities:
Recruitment and Retention
· Manage the recruitment, selection, and orientation of a high-quality, diverse workforce
· Provide overall guidance and resources to ensure adequate onboarding for new staff in the skills they need
· Develop and maintain a succession plan for JCCMW that identifies key positions and potential internal candidates that might fill them in the future
· Create employee retention and engagement strategies
Employee Relations/Compliance
· Conduct HR investigations, of normal, moderate, and high risk and escalate as appropriate
· Document all HR Investigations and follow-up with key stakeholders to ensure issues are resolved and mitigation tactics are put into place
· Prepare comprehensive and timely investigation reports and effectively summarize findings to key stakeholders
· Review aggregate data (exit interview, employee survey, investigation) and recommend solutions to address issues/themes
· Create ER Programs/processes/practices such as medical and religious accommodations, policy and process reviews, employee surveys, employee handbook, as needed
· Responsible for compliance with federal and state legislation pertaining to all employee matters including policy creation and adherence
· Responsible for union negotiations and facilitation of resolution of HR issues
· Responsible for managing COVID-19 compliance to include vaccine tracking, recommending and implementing procedures and policies and managing the accommodation process
· Stay current with new federal and state legislation and CDC work-place safety recommendations that pertain to human resources-related issues
Compensation Planning
· Develop performance management process, including supporting managers in annual performance review processes and administer ongoing employee compensation as well as evaluate and contribute to overall compensation program design
· Oversee and manage performance evaluation and salary planning process; advise and assist on performance matters
· Complete salary and benefits surveys of interest to JCCMW
Records Retention
· Maintain and update employee files, records and job descriptions
· Maintain confidentially and compliance with retention standards of all employee records and develop new policies as needed
· Provide input to annual operating budget and planning process related to salaries and benefits
Payroll
· Serve as a back-up for payroll processing
Required Knowledge/Skills/Abilities
· Bachelor’s degree in a related field
· Five to seven years progressively responsible experience in human resources field including at least three years in employee relations , recruiting, union negotiations and payroll(preferred)
· Prefer human resource certification (PHR, SPHR and/or SHRM-SCP)
· Experience building an HR practice from the ground up strongly preferred
· Advanced knowledge of human resource laws and regulations
· Experience with both union and non-union workforce required
· Proficiency in Microsoft Office programs
· Proven ability to analyze data and recommend appropriate solutions
· Paylocity Onboarding and Payroll experience preferred
