EXAMPLE OF DUTIES
ESSENTIAL DUTIES AND RESPONSIBILITESProvides engineering support to the retail and wholesale fiber network and to the utility telecommunications network. Ensure telecommunications services, systems, components, processes and procedures comply with and are aligned to policies, standards and enterprise technology direction. Provides training and education regarding complex telecommunications systems; consults with necessary stakeholders and management to understand needs. Orders telecom services as needed; communicates frequently and effectively with stakeholders and consistently seeks to deliver high quality telecommunications solutions. Maintains accurate records within the broadband department to facilitate accurate cost allocations and correct budget spending. Provides on-call support – after hours / weekends as required. Participates in the purchasing process for broadband hardware and software. Will develop the specifications for creating RFPs or bid packages. Understands, develops and maintains controls and processes in alignment with NERC Critical Infrastructure Protection (CIP) regulatory guidance; accountable for performing work as required to achieve and maintain applicable regulatory compliance. Regularly take the initiative needed to recommend changes in work methods, policies, and procedures to improve levels of service delivery and overall operating efficiencies. Maintain regular and punctual attendance.
MINIMUM QUALIFICATIONS
Required Network Engineering Skills: Has experience with and understands the following: IP/Ethernet/PON routing and switchingRouting protocols such as BGP and OSPFIPv4 and IPv6 numbering schemes, aggregation, and allocationConfiguring and troubleshooting Ethernet/PON circuits on a service provider network and Jefferson PUD network.Layer 2 network design and standards, including PON, Ethernet WAN technologies, MEF services, IEEE standards 802.1ad QnQ, and 802.1q VLAN taggingAdvanced network trouble-shooting skills,Advanced knowledge of Core, Distribution, and Access layer designs and topologiesFamiliarity with best network security practicesThe ability to obtain Certification on selected PON equipment within 6 months. Equivalent certification acceptedTrouble shooting fiber optics to include experience with OTDR and Power Meters. Preferred Network Engineering Skills: MPLS design, implementation, provisioning, and troubleshootingFamiliarity with transport technologies – SONET, DWDM/CWDM and Carrier EthernetExperience evaluating network vendor products and technologiesExperience operating and maintaining an FTTH network EDUCATION AND EXPERIENCEDegree in computer science, IT networking, or related discipline(s) from an accredited technical school or college Will consider a non-related college major if candidate has sufficient hands-on job experience.5 years of experience working as a network engineer or comparable positionPossess networking certifications such as Cisco CCNA or similar, or has the ability to obtainThorough knowledge of standard network concepts, such as PON and Active Ethernet along with their best practices and applications.Any combination of education and experience that provides the necessary knowledge, abilities and skills to perform the functions of this position may be substituted for the foregoing requirements.
