Klickitat Valley Health is now seeking a Human Resources Manager to lead the HR team which consists of an HR Assistant, Recruiter and Payroll/Benefits Coordinator. The HR department has the privilege of serving 230 amazing staff members and 30 dedicated managers. Our HRIS (Paycom) encompasses ATS, Payroll, Benefits Admin, Leave Management, Time & Attendance, Scheduling and more. The HR Manager reports to the Director of Human Resources & Community Outreach.
The HR Manager is a working manager who possesses exceptional interpersonal and leadership skills and oversees all areas of HR responsibility including: employee experience, benefits administration, compensation, employee relations, federal and state labor law, payroll, personnel policies & procedures, recruitment, union relations, retention, employee recognition, performance management, FMLA, ADAAA, Worker’s Compensation and new hire orientation.

QUALIFICATIONS: **
*Minimum Education, Training & Experience
*

Education:

• Bachelor’s Degree in Human Resources Management, or at least five years of recent HR Management experience

*
Certification: *

• SHRM-CP or CHHR certification required within one year; SHRM- SCP preferred

*
Experience: *

• Minimum of two years’ experience in a Human Resources leadership role in a healthcare setting
• At least five years progressively responsible experience in Human Resources
• Experience with union relations strongly preferred
• Experience working in a Critical Access Hospital setting is strongly preferred

• Strong knowledge base and competence in all functions of a Human Resources department including but not limited to the areas listed in the General Summary above.

Essential Functions/Responsibilities (but not limited to):

• Planning and Coordination of Services: functions within HR are well coordinated and delivery of service is employee-centered; determines and/or manages HR department priorities; develops and implements policies and procedures to insure efficient and effective delivery of services in the department; identifies and resolves issues affecting the delivery of services.
• Communication: Listens to and attempts to resolve multifaceted concerns of patients, families, employees and physicians/providers as needed. • Strategic Management: Provides leadership in the identification, evaluation, recommendation and implementation of Human Resources initiatives based on organizational needs and external factors/trends.

Implements department’s goals and objectives for operational effectiveness, quality measurement outcomes, service delivery modification/change, etc. and maintains current action plans. Participates in collective bargaining, grievance process, unemployment claim hearings and other legal hearings.

• Budget Management: Drafts department budget to achieve operating goals; accountable for monitoring expenditure appropriateness to achieve cost-effective care and budget compliance; analyzes variances and makes adjustments or takes corrective action, as needed, to ensure budget objective compliance for: operating expenses, productivity utilization/FTE staffing requirements, ensure appropriate use of resources to achieve and maintain quality, etc.
• Staffing/Selection: Responsible for the selection, training and evaluation of HR employees. Establishes and maintains work schedules to ensure proper staffing, responds to daily staffing needs/adjustments as needed; monitors staff turnover and evaluates controllable factors/causes which influence/impact employee separations.
• Personnel Management: Promotes the active participation of managers in the performance management process and provides consultation on effective coaching and performance evaluations, competency evaluation, performance improvement plans, corrective action and terminations;
• Productivity: Monitors quantity and quality of daily work output and implements low census staffing adjustments as needed.
• Customer Service: Promotes a culture of “service excellence” within the department by putting courtesy before efficiency. Ensures that employees understand customer service departmental goals, expectations and the connection between customer experience and loyalty. Continually seek avenues to provide enhanced customer service and achieve greater efficiency within the department.
• Compliance: Demonstrates broad knowledge of applicable standards and requirements relative to departmental operations and accountable for the department’s compliance; oversees the development, implementation and evaluation of practices, policies and procedures which blend legal compliance with organizational culture in all functional areas of human resources; manages employee leave program; performs investigations
• Collaboration: Collaborates with Administration to facilitate a safe environment in situations of disaster or emergency. Responds as a role model for staff at KVH.
• Professional Development: Assesses educational needs of employees and develops or provides educational resources to meet those needs.
