The Organization
Lake Health District (LHD) is a governmental entity and a political subdivision of the State of Oregon. It was created by the Oregon legislature to provide hospital and other health care services for the residents of the District. The District was created by public vote on July 18, 1967, and the current Hospital facility opened its doors in 1971.
The District operates a 24-bed acute care hospital, outpatient clinic services, provided through leased physician clinic facilities, and buildings to support those operations.
The multitude of services offered by Lake Health District include Lake District Hospital, Lake Health Clinic (primary care), Lake Specialty Clinic, Lake District Wellness Center (community behavioral health), Lake County Public Health, Emergency Medical Services, obstetrical services, surgery, and related ancillary services (lab, x-ray, etc.) associated with these services.
Lake District Hospital has been designated a Critical Access Hospital, as defined by the policies and regulations that are part of the Health Resources & Services Administration of the U.S. Department of Health & Human Services. The original hospital known as Lakeview General Hospital was built in 1913 and had 12 beds. Today it is called the Lake District Hospital and it maintains 24 beds.
A 5-member Board of Directors governs the District. The members of the Board are elected for a term of 4 years. Elections are staggered so no more than one third of the Board is up for election at one time. The Board is required to elect a President and Secretary. One of their duties is to appoint an Administrator – Chief Executive Officer (CEO). The Board delegates the day-to-day operations of the District to the CEO.
The District is a municipal government entity. As such, the District levies and the county collects property taxes from property owners within the Health District. These tax revenues are used to support the purpose of the District Hospital, which is to provide health care to the members of the district. However, tax support is minimal, representing approximately five percent of hospital receipts.
The Government Accounting Standards Board prescribes the financial reporting of the District. This is the format followed by the District. The State of Oregon’s Auditors Office maintains copies of audited financial statements. Lake Health District and its entities operate under a 501(c)(3) non-profit status.
Lake Health District recently had to close their Home Health & Hospice agencies as well as their long-term care and assisted living facilities. Unfortunately, the health district could not afford to keep either service available, as both services were losing money, in large part due to staffing costs increasing dramatically because of a reliance on traveling nurses.
According to the health district, the state has said there could be some possibilities for additional funding in the future.
The Position
The CEO will render full-time, professional services to Lake Health District (LHD) in the capacity of Chief Executive Officer of the medical center, including all related organizations (collectively, the “Hospital”). The CEO will faithfully, industriously, and to the best of his/her ability, perform all duties that may be required by virtue of the position as CEO and all duties set forth in the Hospital’s governing laws, regulations, contracts, and bylaws and in policy statements of the Board of Directors, to implement the strategic goals and objectives of the Hospital. The CEO, with the Board Chair, will enable the Board to fulfill its governance function of the Lake Health District. The CEO will be committed to providing inspiring and effective leadership while administering, directing, and coordinating all activities of the Hospital toward the fulfillment of the Hospital’s values, mission, strategy, and the achievement of its annual goals and objectives.
The CEO will model, promote, and ensure that the Hospital’s Mission, Vision, and Core Values are evident and present in the provision of health care at LHD.
Education/Experience
• Graduate of an accredited university with a Bachelor’s degree in Management or related field.
• Master’s degree (e. g., Healthcare Administration, Business Administration, Public Administration) required.
• Five (5) years directly related experience with community healthcare facilities of similar size and structure (e.g., independent hospital, rural community hospital, Critical Access Hospital).
• Membership as a Fellow in American College of Healthcare Executives desired.
