The Director of Human Resources works under the supervision of the County Administrator and exercises supervision over the staff of the Livingston County Department of Human Resources, including, but not limited to:
– Preparing the departmental budget
– Staffing the office through position creation, recruitment, hiring, and supervision
– Assisting department heads in recruitment, retention and succession planning efforts
– Overseeing departmental purchasing and spending
– Providing oversight for all departmental programs and operations
– Ensuring appropriate documentation and record retention for departmental operations
Oversees the Civil Service operations of the department, including:
– Establishing practices and procedures to ensure compliance with Civil Service Law
– Creating and overseeing a compliance program with outreach to public employers under the County’s Civil Service jurisdiction
Takes responsibility for legal compliance in matters relating to employment, including, but not limited to:
-Staying abreast of applicable employment and labor laws, providing counsel and technical assistance, and training department staff and County employees regarding such laws
– Assisting with employment-related audits and investigations
– Providing assistance with response to discrimination and other employment claims
– Conducting employment investigations regarding discrimination and harassment complaints and other employment matters
Manages County employment policies including, but not limited to:
– Developing employment policies, interpreting and applying those policies, and updating such policies, as needed
– Providing counsel and advice regarding policy compliance
Handles the labor relations program for the County including, but not limited to:
– Preparing proposals for and assisting with collective bargaining
– Conducting surveys regarding matters relevant to negotiations
– Preparing tentative agreements and collective bargaining agreements
– Implementing collective bargaining agreements
– Participating in and assisting with labor-management meetings
Assists County departments with employee performance issues, including, but not limited to:
– Providing counsel regarding labor relations matters
– Negotiating, preparing and implementing memoranda of agreement
– Assisting with grievances and improper practice charges
– Overseeing paid union leave
– Providing counsel regarding employment investigations and corrective action, including disciplinary action
– Applying various laws, collective bargaining agreements, policies and/or other relevant rules and procedures to specific situations to assist with the determination of appropriate action
Assisting with employee disciplinary conferences as needed
Oversees the County’s unemployment program with such work including, but not limited to:
– Ensuring timely and appropriate responses to unemployment claim
– Counseling departments regarding unemployment claims and appropriate defenses
– Preparation of documents necessary to contest claims when appropriate
– Assisting with unemployment appeals
Directs the County’s benefit programs with such work including, but not limited to:
– Assisting with the selection of benefit providers and third party administrators
– Assisting with the preparation and updating of appropriate plan documents
– Overseeing benefit programs to ensure compliance with relevant laws, collective bargaining agreements, established policies and procedures, etc.
Supervises the operations of the Department of Human Resources with respect to County payroll, with such work including, but not limited to:
– Ensuring the proper entry of employees into the payroll system
– Monitoring appropriate management of those aspects of payroll for which the Human Resources Department has responsibility
– Providing counsel regarding payroll matters, as needed
The Ideal Candidate Will Possess:
– Knowledge of contract drafting requirements and rules of contract interpretation, as well as NYS Taylor Law as it related to collective bargaining and other labor relations issues
– Ability to write and speak clearly and persuasively
– Logical thinking and ability to identify issues, develop and analyze solution options, and make difficult decisions
– Ability to understand and interpret collective bargaining agreements and related documents, to work and communicate with people from varying backgrounds and experiences, and to plan and carryout a thorough investigation, draw reasonable conclusions from evidence gathered, and prepare clear and logical reports
– Understanding of the County payroll system, employee benefit programs, and basic legal issues regarding same
– Ability to plan and carry out large projects individually and with teams
– Knowledge of State and Federal employment laws, workplace rules and policies, Civil Service Law and rules as they relate to employment, and basic mathematics and algebra
– Ability to compare and contrast job duties as needed to classify positions
– Knowledge of hiring practices, methods of employee performance appraisal, and performance correction, such as coaching, counseling and discipline
– Ability to train individuals regarding job duties, policies, employment laws, etc., oversee and coordinate the work of a small office, and develop and maintain the budget for a small office
– Physical condition commensurate with the duties of the position
