REPORTS TO: Chief Financial Officer Services

I. POSITION PURPOSE

• Directs, administers and coordinates the activities of the organization in support of the policies, goals and objectives established by the Agency Board of Directors. Performs the following duties directly or through subordinates.

II. NATURE AND SCOPE OF RESPONSIBILITIES include the following.

• Directly responsible for the human resource functions of the Agency.
• Participates in the planning, programming, budgeting and execution of Agency Programs.
• Participates in the development of short, intermediate and long range Agency plans and goals.
• Participates in the formulation and administration of Personnel Policies and Procedures.
• Directly responsible for the production, maintenance and distribution of the Agency’s Personnel Manual.
• Directly responsible for the development, maintenance and execution of employee compensation and benefit programs.
• Monitors labor records and variance.
• Receives, reviews and distributes resumes and applications.
• Ensures internal/external Agency postings are accomplished, when required.
• Ensures applicant’s references are checked during the hiring process and makes the job offer, after coordination with the appropriate department.
• Ensures notification of all necessary departments when a new hire is scheduled to start.
• Monitors the employee performance evaluation system to ensure requirements are met.
• Responsible for notifying and enrolling employees in the Agency’s 401(k) Profit Sharing Plan.
• Maintains Agency personnel files. Accomplishes annual audits of the files and directs actions to correct/update information.
• Manages the Agency’s group medical, dental, long/short term disability and life insurance programs.
• Manages the Agency’s automobile, worker’s compensation, property and liability insurance programs.
• Provides job related support to International Adoption department as needed.
• Complies with all FMLA, COBRA and HIPAA requirements.
• Directly responsible for the agency Recruitment and Retention
• Prepares, coordinates and forwards human resource reports, when requested/required.
• Ensures human resource activities are carried out in compliance with local, state and federal regulations and laws governing businesses.
• Will be required to travel in order to attend meetings, training, or conduct business off site. Must have a valid driver’s license and meet agency underwriting standards if driving on agency business. Not required to transport clients.
• Refrains from assuming any duty that is unrelated to and/or interferes with the responsibilities of the position.
• Provides regular supervision and professional development of Agency employees.
• Advocates, promotes and practices cultural sensitivity and responsiveness in all day-to-day interactions.
• Develops, promotes and practices teamwork in all activities.
• Other duties as assigned.

SUPERVISION:

• Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning,
• assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
• Directly supervises employees as denoted on the Agency Organizational Chart in accordance with federal, state and/or COA requirements.

III. EDUCATION, EXPERIENCE AND OTHER QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE:

• Master’s degree preferred, bachelor’s degree in human resource management or related field required with two years of experience in human resource management.

PRESENTATION SKILLS:

• Ability to read, analyze and interpret general business periodicals, technical procedures and governmental regulations. Ability to write reports and business correspondence. Ability to effectively present information verbally and in writing and to respond to questions from groups of managers, clients, customers and the general public.

FINANCIAL/COMPUTATIVE SKILLS:

• Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to demonstrate confidentiality of Agency information. Ability to understand and utilize the Agency’s computer financial software.

ANALYTICAL ABILITY:

• Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical,
• graph, chart or diagram form and deal with abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS:

• PHR/SPHR preferred.
