Job Summary:
Under direction from the Business Programs Manager, this position involves moderate to complex analysis for the Public Works Department. Work involves planning, organizing, directing, evaluating and presenting assigned Public Works projects. The incumbent works in partnership with employees, departments/divisions, and external stakeholders in delivering effective and efficient services. Emphasis is placed on applying performance management, continuous improvement methodologies and business/financial accountability.
Essential Duties & Responsibilities:
Conduct research for operations including but not limited to ROI, NVP, BCR, predictive modelling, fleet replacement methodologies and sustainability initiatives;
Prepare reports proposing or recommending solutions or action plans; analyze policies and operating practices and procedures;
Participate in the development of the Department’s annual budget; forecast funds needed through predictive modelling for staffing, equipment, materials, and supplies;
Research best practices and make recommendations related to reasonable rates that meet business needs and are fair to customers for all utilities in Public Works;
Monitor legislative activities and report all actions which concern the Department and the City of Meridian;
Lead the development and implementation of an integrated workload and performance management system;
Develop and implement new program elements and program modifications as necessary to meet stated goals and objectives;
Prepare routine to complex/detailed reports, projects, and recommendations (including City Council reports, letters, and memoranda) as requested;
Review, recommend and develop, goals, objectives, policies, procedures, standards and priorities for achieving efficient and effective operations;
Analyze, develop and recommend system and program improvements by evaluating present systems and programs, seeking staff input;
Recommend and assist in making necessary changes in organizational structure, methods, and procedures to maintain safe working conditions, and improve efficiency and effectiveness;
Monitor Department goals and compare with Department measures; prepare and present reports that identify improvements and recommend strategies to improve alignment between goals and measures;
Develop reporting systems, analyze data to determine optimal conditions, trending, and cause-effect relationships, gather and reflect information using graphs, tables & charts;
Research comparative data through contact with other agencies, industry best practices, and municipalities;
Lead cross-departmental groups to complete projects or improve processes;
Develop compelling direction for complex business opportunities through presentations to supervisors, management, Directors, Mayor, Council, and the general public; communicate official plans, policies, and procedures to staff and the general public;
Use continuous improvement guiding principles to create measurable methods and drive positive incremental change in City processes;
Research best practices and make recommendations related to reasonable rates that meet business needs and are fair to customers for all utilities in Public Works.

Job Specifications:
Bachelor’s degree in Public or Business Administration, Finance/Accounting, Organizational Development, Management or a closely related field from an accredited college or university, OR equivalent combinations of education and related experience. Related experience may substitute for education;
Preferred Master’s degree in Business or Public Administration;
Preferred three (3) years of progressive experience in water and/or wastewater or other utility sector and/or government agency work;
Knowledge, Skills, and Abilities:
Proficiency with Microsoft Office Suite
Must have experience in multiple forms of data analysis to include: Statistical, Financial, Comparative, and Predictive;
Knowledge & Experience in “Continuous Improvement” tools and methods;
Knowledge & Experience in Technical Writing;
Ability to present data, support a position and articulate plans to a variety of audiences from individual contributors to senior level management personnel;
Strong knowledge of Project Management tools and techniques;
Knowledge & Experience in Performance Management;
Strong ability to develop business cases, white papers, project proposals and program initiatives in written format;
The ability to work as a team player and exhibit strong relationship building skills;
Must possess and exhibit strong self-starter behaviors that reflect a proactive, assertive, and resilient professional;
Strong understanding of general finance, budgeting, accounting standards and principles; ;
Must be able to exhibit strong organizational leadership, coordination and collaboration on a variety of projects.
Knowledge of Idaho governmental structure, legislative processes and regulatory agencies that interact with Water and Wastewater utility operations;
Knowledge of principles of organization and management.
Skills in researching and benchmarking
Knowledge of Fleet Management
Ability to troubleshoot and investigate problems
Licensing and Certification:
Must hold a valid State of Idaho driver’s license.
Work Environment & Physical Demands:
Work is performed primarily in an office environment with moderate noise levels. But while performing certain duties, the employee may work near moving mechanical parts in both inside and outside weather conditions;
There is potential for exposure to biological hazards while performing the duties of this position;
Requires sitting at a desk for up to 8 hours;
Requires clarity of speech and hearing which permits the employee to communicate effectively;
Requires clear vision to read printed materials and computer screens to accomplish work;
Requires repetitive movement of the wrists, hands and/or fingers.
Travel Requirements:
Local travel is frequently required;
Some regional travel is required.
All active, regular full-time employees and seasonal employees working 30 or more hours per week are eligible for benefits. Employees, except for seasonal employees, working 20 or more hours are eligible for PERSI.

Employees who work (20) twenty or more hours per week (with the exception of seasonal employees) become active members on their date of hire. The City will take a percentage of your salary each pay period. The City contributes into the plan for eligible employees as follows:
