The City of Menlo Park Community Development Department includes three divisions: Building, Housing, and Planning. The Community Development Department is seeking Management Analysts who are team players and thrive in a fast-paced, dynamic environment and enjoy collaborating with colleagues at all levels throughout the organization to problem-solve key issues in the City and improve processes for transparency, efficiency and accountability. The Community Development Department will hire up to two Management Analysts to serve in roles with the Department’s administration and housing teams. Management Analyst (Administration) – The Management Analyst will work closely with the department leadership team to support department-wide initiatives within the Building, Housing, and Planning Divisions. The successful candidate thrives in process improvement work, demonstrates an ability to manage multiple projects and services, and has the knowledge and skills to prepare reports and interpret complex data to make recommendations to enhance department services and operations. The responsibilities of the Management Analyst include data analytics, evaluating and improving internal processes, managing the department’s annual budget process, monitoring accounts receivable/payable, coordinating technology, monitoring and tracking monthly expenses and revenues, monitoring contracts, grant administration, and overseeing and improving the Department’s outreach efforts.
Management Analyst (Housing) – The Management Analyst supports the production and preservation of affordable housing in the City, working closely with the Planning team and City’s BMR Administrator to implement the City’s Below Market Rate Housing Program and Housing Element-related policies and implementation programs. The position requires the ability to conduct research, organize and interpret data to help inform policy development and to present their findings through written materials and oral presentations at community meetings and public hearings. The successful candidate will also have the ability to collaborate and build strong relationships with stakeholders and colleagues across the City to develop and manage housing programs and provide a high level of customer service and engagement with the community. This position may serve as the liaison to the Housing Commission.
The City offers hybrid and flexible schedule options. The Management Analyst position is eligible for a 9/80 schedule (every other Friday off) and working from home 1-2 days per week.

The ideal candidate is a highly motivated individual who is passionate about making a difference at the local level, is able to work independently and across teams to effectively deliver well-researched policies and programs, and successful at building strong relationships. This person displays a can-do attitude, demonstrates good judgment, has exceptional interpersonal and communication skills, the ability to manage multiple initiatives and adapt to changing priorities, and is a creative and strategic thinker. Knowledge and interest in housing law, policy and practice and an understanding of housing element implementation practices and strategies are highly desirable for the Management Analyst in the housing team. Experience with budget development and data analytics are also highly desirable.
Minimum Qualifications

Salary:
Management Analyst I – $92,043 to $111,881 Annually (Member of SEIU)
Management Analyst II – $105,192 to $126,807 Annually (Member of AFSCME)
Future adjustments to be determined by labor negotiations in mid-late 2023.

A City-paid Caltrain GoPass. The Menlo Park campus is centrally located within walking distance from Caltrain and downtown Menlo Park.
For non-Caltrain riders, the City offers employees a commuter check program of up to $150.00 per month toward the purchase of a non-Caltrain monthly transit pass; or a transportation allowance program provides employees with $1.50 per day when they walk, bicycle or carpool to work at least once per week.
Health Insurance: City contribution up to $2,494 per month towards a Cafeteria Plan which can be used to purchase medical insurance and participate in a flexible spending account for health care and/or child care reimbursement

Vision: City-paid coverage for employee and dependents
Vacation: 88 – 176 hours of vacation leave accrual each year, depending on length of service
Sick Leave: 96 hours of sick leave accrued each year
Holidays: 11 official holidays and 34 hours of floating holiday time per year, prorated based on date of hire
Retirement: CalPERS: For classic members 2.0% @ 60 formula. For all others, 2.0% @ 62 formula
Deferred Compensation: Voluntary participation in City Plans.
Life Insurance: City-paid policy equal to 1.5 times regular annual wage
Long Term Disability: City-paid coverage
