Position Description:
Purpose
The Wisconsin Alcohol Policy Project (WAPP) attorney serves as a public interest/public health attorney on alcohol-related issues across the state. Working under the direction of the WAPP Coordinator, this individual offers legal opinions and guidance on alcohol policy issues from a population heath/community safety perspective.
This individual must be able to work independently and collaboratively, manage their time effectively and work with a wide range of professionals and officials from diverse disciplinary backgrounds and geographic areas, including law enforcement, municipal attorneys, elected officials. This position will plan and execute independent continuing professional education on related public health law, municipal government, and national alcohol policy issues such as alcohol outlet density, enforcement of the minimum legal drinking age.
The position requires significant travel within Wisconsin when permitted.
Primary Functions
1. Provide technical assistance to law enforcement, municipal attorneys and public health on public policy issues related to selling and serving alcohol.
2. Prepare legal analysis on alcohol policy issues for both legal and general readers.
3. Prepare articles on alcohol policy issues for publications including: The Municipality; the Prevention Technology Transfer Center publications; and similar forums in Wisconsin and regionally.
4. Act as the primary liaison between WAPP and municipal attorneys, municipal judges and related groups.
5. Plan and lead presentations and workshops (5-10 annually) upon request to Wisconsin groups and organizations.
6. Coordinate research and collaboration on cross jurisdictional and multijurisdictional alcohol policy issues with partners as requested on issues such as: cross boundary outlet clusters, Place of Last Drink compilations and law enforcement data.
7. Monitor relevant court cases and provide analysis.
8. Monitor relevant legislation and provide testimony for informational purposes.
9. Respond to media inquiries and legislative requests as needed; Write press releases or OP Eds as appropriate.
10. Conduct legal research on areas of alcohol policy.
11. Supervise law and other students contributing to research and presentations.
12. Assist in planning of the Alcohol Policy Seminar and other meeting as requested. Secure CLE for these sessions as appropriate.
Knowledge – Skills – Abilities
Previous experience and/or collaboration with law enforcement, municipal attorneys, public health, and/or elected officials required. Previous experience with related public health law, municipal government and national alcohol policy issues preferred, but not required.
