Title: Public Health Community Liaison – MIHP

$70,000 – $82,000 / Posted Thru: 5-1-22

Location: Remote/Virtual – Transition to In-Office – Must Be Michigan Resident

Purpose: The position Public Health Community Liaison – MIHP provides program monitoring, consultation, and technical assistance services to Maternal Infant Health Program (MIHP) agencies and providers. MIHP is a Medicaid service for pregnant women, infants, and their families/caregivers. The program liaison position will function as a recognized resource/subject matter expert to the agencies and providers. The Liaison will assist the agencies in complying with Medicaid policy requirements and maintaining fidelity to the program design while providing high quality services. The liaison will assist programs in understanding Medicaid policy, program requirements, procedures, data collection, reporting and the certification process. The liaison will assist with ongoing program refinement. They will also assist in developing and conducting provider training and work to improve community engagement with MIHP. The person will meet with MIHP agency personnel through virtual and on-site visits.

Duties and Responsibilities:

• Collaborates, guides, and consults with MDHHS Maternal Infant Health Program team members and agencies statewide.
• Interprets program policies, protocols, and procedures.
• Presents information, provides technical assistance, operational guidance, and consultation for the Maternal Infant Health Program.
• Provides or arranges for provider and community consultation (creating agendas, taking meeting notes, etc.).
• Conducts program virtual and in-person site visits as needed to provide technical assistance and certification support.
• Assists agencies in completing Reflection Plans; monitors agency for adherence to program requirements and implementation of the approced Correctivce Action Plan.
• Participates in the design and development of criteria for monitoring and evaluating MIHP programs and services.
• Recommends strategies to agency coordinators and staff to solve program and service delivery issues.
• Works to promote and support community engagement with MDHHS MIHP.
• Coordinate and support MIHP provider efforts to improve the health and well-being of mothers, infants, and families in accordance with the Mother Infant Health Equity Improvement Plan.
• Represents the department at external work groups and meetings.
• Represents the unit, section and division on internal committees and work groups.
• Always represent the best interests of MDHHS and MPHI.
• Other duties as assigned.

Qualifications/Requirements:

Education: A master’s degree in public health, health communication, social work or counseling, health policy or a public health related field such as nursing, epidemiology, health education, health economics, dietetics/nutrition management.

Experience: Minimum of 3 year’s professional experience in maternal child health, project management and experience working to improve disparities in health outcomes required. Experience improving population health via a case management framework.

Work Environment and Physical Requirements: Remote working (subject to change to in-office working) with occasional in-person meetings and engagements. Requires travel across the state. Occasional long workdays and short time frames. Moderate physical demand. Requires some transporting and transferring of materials to meeting locations, such as displays or box of literature.
