JOB SUMMARY: Plans, designs, coordinates, installs, manages and maintains the City’s telecommunications systems, local and wide area networks. Provides specialized knowledge in voice, video, data, wireless communications, convergence-based technologies, and communications infrastructure standards and best practices.

Designs, configures, integrates, monitors and maintains complex voice, video, and data communications systems involving local, wide, metropolitan, campus area and wireless networks (LAN, WAN, MAN, CAN, and Wi-Fi).

Analyzes, develops, implements and manages projects specific to communications infrastructures and networks.

Consults with City departments, architects, technical staff, contractors, vendors and customers regarding telecommunications and data communications development projects. Determines requirements; develops equipment specifications; prepares and evaluates requests for proposal (RFP) and scopes of work (SOW); and manages project implementation, resources and scheduling.

Provides planning, administration and support for City’s IP Telephony, voice mail and customer contact center systems.

Plans, implements and maintains City’s unified communications systems and integration of enterprise voice systems; all trunk lines for City’s voice services including session initiation protocol (SIP), legacy voice circuits, and tie lines between City’s IP Telephony, voice gateways and 911 systems; e911 systems and integration with City’s voice applications for emergency response.

Researches, evaluates and recommends emerging products, services, protocols and standards in support of voice/data communication systems and development efforts.

Designs and maintains communication facilities, including intermediate data frame (IDF), main distribution frame (MDF), main point of entry (MPOE), data centers and computer room facilities. Prepares specifications for Structured Communications Cabling Standards (SCCS) for new build-outs of voice and data communications facilities and related equipment.

Configures, tests, troubleshoots, implements, installs and maintains network hardware and electronics, including routers, switches, wireless access points, bridges, patch panels, various telephony systems, network management and security appliances; and indoor/outdoor wireless access point devices.

Designs, implements, configures and manages municipal fiber-optic infrastructure, cabling and related electronics.

Manages and maintains communication assets, including fiber-optic networks, and designs and manages construction of path ways for outside plant cabling in the public-right-of-way.

Coordinates and manages network development projects involved with Voice over IP (VOIP), Video over IP, network-based radio and high speed wireless communications, including surveillance, traffic management systems, public safety and public works applications.

Designs, configures, integrates and maintains Public Address (PA) systems, Panic Button systems, IP-based security systems, including CCTV surveillance and access control systems, and Audio Visual (AV) systems.

Develops corrective action and resolutions with vendors for various voice and data communications issues.

Negotiates with vendors on cost, service, equipment and other terms and conditions for communications infrastructure design, construction and maintenance.

Develops strategies and designs for implementation of disaster recovery plans and solutions for City’s voice systems and telecommunications infrastructure.

Provides on-call technical assistance related to voice and data communication issues. Ensures availability of telecommunications systems, critical emergency voice systems and telephony equipment.

Performs other related duties, as assigned.

Knowledge of:

Design, construction, configuration, operation and maintenance of voice, video, data and telecommunications networks including equipment and related software.
Multi-platform operating systems, i.e. Windows 2000/2003, 2012/R2, Linux, Cisco IOS and desktop operating systems.
Cisco Unified Communications Manager, Cisco Unity Connection, Cisco Contact Center Express and scripting tools, Cisco Emergency Responder systems.

Current network hardware, protocols, and standards, including Ethernet, the 7 layers of the open systems interconnection (OSI) model, internet protocol (IP) addressing, Wireless 802.11x (a, b, g, n, ac) communications protocols, network infrastructure services including domain name service (DNS), windows internet name service (WINS), dynamic host configuration protocol (DHCP), virtual local area network (VLAN), virtual private network (VPN), pre-boot execution environment (PXE), wake on lan (WOL) and voice over internet protocol (VoIP) and session initiation protocol (SIP).
Principles and practices of telecommunication systems including integration and deployment of existing and emerging technologies.
Principles and practices of project management.
Fiber-optic, copper media and implementation of structured communications cabling system (SCCS) using current and next generation technologies.
Network systems and services including switches, routers, hubs, wireless access point devices, bridges, firewalls, virtual private networks and gateways in a high bandwidth Ethernet network environment.
Network transport solutions using DSL, Broadband Cable, Frame-Relay, T-1, GigE, Sonet, Multiprotocol Label Switching (MPLS), coarse wavelength division multiplexing (CWDM) and dense wavelength division multiplexing (DWDM).

Municipal permitting process and policies.

Applicable data privacy laws and practices.

Effective customer service techniques.
