Job Description Summary:
Under general supervision, to produce and direct programming for City of Boulder cable television station, social media and internal departments, and to perform related duties as required.

ESSENTIAL DUTIES & RESPONSIBILITIES
Coordinates production concepts for specific videos and broadcast programs with City Manager, City Council members, and city staff. Establishes production schedule, collaborates with Communication and Engagement Staff to select and schedule guests, and may be called on to direct shooting and then editing of programs.
Produces and directs city-related videos and special projects, as well as cable television programs, when needed. Videos may be public-facing and/or shared with an internal audience. This includes the following:
Meets with city staff to develop and refine program ideas and draft scripts.
Edits script; inserts video and audio cues; writes conceptual narrative; and develops shooting script.
Establishes production schedule and supervises shooting; and selects technique and location for shooting.
Directs and performs set construction and lighting with the help of Ch8 staff.
Directs production crew in single and multi-camera productions. This may include technical directing and operating camera(s) at on-site shoots.
Performs postproduction video and audio integration to create broadcast quality programming for Boulder 8TV, city website and social media venues, including titling and musical scoring. Creates technically correct air-play files and online delivery files.
Works with Video Services staff to schedule studio time and equipment use for all Boulder 8TV productions to ensure adequate staff and equipment resources are available for city video needs.
In coordination with the Multimedia Manager, makes policy decisions for Boulder 8 TV video acquisition and programming. This includes the following:
Determines programming needs and contacts various sources.
Evaluates, acquires, and schedules video programming.
Writes proposals and negotiates funding for programs.
Performs administrative duties.
Manages and oversees production of Boulder 8TV weekly programming guide and maintains the Programming Database.
Prepares production agreements and billing statements for internal and external Boulder 8TV clients.
Other:
Performs related duties as required by management to meet the needs of the city.
Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
MINIMUM QUALIFICATIONS
Knowledge of the principles and practices of television production.
Skill in all aspects of video production in public, educational, commercial, or government television, or a CATV setting.
Knowledge of non-linear, digital based production equipment, software, and editing systems.
Proven knowledge of broadcast and live streaming operations.
Excellent interpersonal skills including the ability to establish and maintain effective working relationships with diverse people in an organizational context, and teamwork skills.
Exemplary customer services skills and the ability to represent the Communication Department organization in a variety of internal and external settings.
Excellent skill in verbal and written communication, including strong public relations skills.
Good math skills.
Ability to work consistently under strict time pressures, to juggle multiple priorities and to meet deadlines.
Ability and willingness to work evenings and weekends, including availability for communication response to emergencies on a 24-hour basis.
Demonstrated ability to use sound judgment.
Valid driver’s license. Have and maintain acceptable criminal and motor vehicle record.
PREFERRED QUALIFICATIONS
Knowledge of the Adobe Creative Cloud, including experience with designing and managing custom graphic template titles and generator packages.
Skill in time tracking and job database maintenance.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor’s degree in Television Production, Communication, Journalism, Radio/TV or related field, or equivalent work experience.
A minimum of three years of progressively responsible experience as a producer in television production.

Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
Work Environment
Works primarily in a clean, comfortable environment.
Works in a setting subject to continuous interruptions and background noises.

Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines.
Also, uses Video switcher, video camera control units, cameras, remote control cameras, digital editing systems, and character generators, lighting equipment, streaming media encoders, solid state media recording devices, audio mixing and capturing equipment and master control graphical user interface.
Drives city vehicle.
