Title: Human Resource Manager
Reports to: Executive Director
Status: Full-Time Exempt

Purpose of Human Resource Manager Role:
The Human Resource Manager is directly responsible for the overall administration, coordination, and evaluation of the human resource function. The Human Resources Manager originates and leads Human Resources practices and objectives that sustains our employee-oriented, high-performance culture, emphasizing empowerment, quality, productivity, and standards; goal attainment, and the recruitment and ongoing development of a superior workforce.The HR Manager is part of NDI New Mexico’s senior management team and administrative staff.
Primary Responsibilities:
Manager and Designer, Human Resource Function and Strategic Objectives
Plan, design and organize the HR function to deliver the full range of HR services and support to the organization.
Directs the day-to-day operations of the HR functions and duties including manages basics of technical HR processes in place being done well/consistently and analyzing for process improvement, legal compliance, benefit oversight, partnering with payroll, and providing information/assistance to NDI New Mexico management and employees.
Directs relevant NDI New Mexico compliance processes and ensures requirements are met.
Facilitates organizational HR department planning, job design and execution processes for all direct reports and for all managers seeking to add or redesign existing or new roles for their departments.
Conducts salary and wage reviews.
Sets and monitors measures, e.g., OKR’s for the human resource function and holds team members, direct reports or contractors accountable for results or deliverables.
Develop the HR annual budget along with the departments operating plan.
Administers human resource records retention policy.
Updates and maintains the NDI New Mexico Employee Handbook.
Answers questions from staff regarding general human resource matters.
Complies with federal, state, and local employment and benefits laws and regulations.
Codifies, documents, and maintains human resource work processes and best practices.
Partner with Finance Department
Review payroll and perform quality control of data against source documents to ensure accuracy
Enter and audit employee demographic information, W-4, pay rate and other personnel information into QuickBooks and accounting software for use in payroll and payroll reporting
Maintain payroll records according to relevant statutes, grant requirements, internal policy, and best practices.
Direct required reporting for State of New Mexico, Department of Labor, Department of Health. and other stakeholders
Prepare audit and IRS Form 990 schedules as needed
Manager, Benefits Administration
Conducts annual open enrollment for benefit programs, employee orientation, addressing employee inquiries, and ensuring compliance with HIPAA, COBRA, and workers’ compensation regulations. Transmits employee completed enrollment forms to third party benefits administrator.
Processes new employee enrollment and other benefit changes. Audits all benefit related invoices to ensure accuracy. Resolves any problems.
Enter and audit benefit premium deductions in QuickBooks.
Review and approve monthly insurance billing for medical, dental, vision, life, and ancillary insurance plans.
Serves as contact for plan vendors and third-party administrators. Investigates discrepancies, resolves issues and provides information to appropriate parties.
Maintains active and inactive employee benefit files.
Processes employee leave-of-absence requests. Tracks payments made to continue benefit coverage while on leave.
Processes benefits for terminated employees. Ensures that COBRA information is explained, and benefit options understood.
Manages benefits enrollment and plan administration, including distributing and/or updating insurance packets, handouts, and brochures as appropriate.
Manage retirement plan administration including company contribution.
Workers’ Compensation Administration
Manages workers’ compensation insurance relationship, including audit
Ensures that all employees that incur a work-related injury follow the Workers’ Compensation procedures and policies by filling out the first report of injury document
Manages Workers Compensation return to work and work restrictions.
Logs all work-related injuries on the OSHA 300 log and ensures the log is reported annually to OSHA.
Works with injured employees to return them to full duty as efficiently as possible.
Senior Management Team Member and Co-Leader of Organizational Culture
Works with Executive Director to drive both operations and strategic initiatives forward within operational resources.
Drives a culture of performance excellence, results and positive employee relations through participation and contributions to the senior management team.
Collaborates as a cross-departmental leader and member of the senior management team to ensure alignment in the execution of the organization’s strategy.
Provides recommendations to the Executive Director and senior management team to improve the human resource management of the organization.
Actively models an empowered culture through intentional team meetings, team building and teaching managers to coach at all levels.
Contribute to organization strategy and overall performance by helping senior managers identify, prioritize, and develop capabilities and competency within their departments.
Communicates regularly with Executive Director through regular meetings.
Communicates effectively across the entire organization including with Board members and senior executives.
Influences management and helps to drive forward necessary agendas or initiatives.
Designer and Manager of Employee Performance and Talent Management Processes
Recruiting and On-Boarding Process Happens On-Going; Continuous Improvement for Sustaining High Energy Around Recruitment and Retainment Processes
Manage candidate relationships.
Build and maintain a pipeline of hard-to-fill position candidates.
Work with marketing to build and manage brand awareness for recruiting.
Manage performance evaluation, career, and succession planning processes.
Work with Executive Director and leadership team to create and update core competencies for all staff positions; Competency Model for all Employees Created and Implemented; Competency Model used for Internal Succession Planning and On-Boarding New Employees.
Direct process to provide all employees with orientation, training, and development.
Identify, design, and deliver the necessary development programs and training opportunities to ensure employees are able to meet current and future performance standards and business requirements including Training Assessment, Plan, Delivery and Accountability
Manage onboarding and orientation cycle for all new employees and those chosen for internal promotions.
Work with all managers to select and train staff for project or supervisory leadership positions.
Facilitate professional development training and assessment.
Assist Executive Director with talent assessment and development of succession plans.
Facilitate employee relations counseling.
Respond to employee relations issues such as employee complaints, harassment allegations, civil rights, EEOC, and NLRB complaints.
Assist in coordinating organizational employee recognition events and activities.
Provide customer service to internal stakeholders.

Working Conditions, Environment and Physical Requirements:
Functions performed in a variety of environments including: NDI New Mexico offices, schools, residency sites, and other locations
Requires reliable transportation and reimbursable in-state travel to NDI New Mexico locations, participating schools, residency sites, and community events
Requires occasional weekend and evening hours
May be required to lift up to 10 lbs.
May be required to navigate stairs
Technical Knowledge, Skills, and Abilities Required:
Job Specific Requirements:
Minimum of a Bachelor’s Degree in HR, business, management, or closely related field.
Credentialed
Minimum of 5-7 years of human resource, benefits, insurance, and payroll processing, including data entry, required.
Exemplary computer and communication skills including proficiency in the use of Microsoft software (MS Word, Excel, etc.) as well as QuickBooks.
Solves problems by identifying causes, gathering and processing relevant information, generating possible solutions, making recommendations, and resolving problems
